Subject:Proposed Installation of Traffic Control Signals
Lake Shore Boulevard East, 30 metres west of Kew Beach Avenue

Purpose:
To obtain approval for the installation of traffic control signals on Lake Shore Boulevard East, 30 metres west of Kew
Beach Avenue.
Funding Sources:
Funding for the installation and maintenance of these traffic control signals is the responsibility of EMM Financial
Corporation. The estimated cost of installing traffic control signals on Lake Shore Boulevard, 30 metres west of Kew
Beach Avenue, is $50,000.00.
Recommendations:
It is recommended that traffic control signals be approved on Lake Shore Boulevard East, 30 metres west of Kew Beach
Avenue.
Background:
On May 23, 1996 the former City of Toronto Council adopted Official Plan Amendment No. 58 and Zoning By-laws Nos.
1996-0278 and 1996-0279 for the development of the Woodbine Park residential subdivision. This subdivision is located
on the former lands of Greenwood Racetrack located between Lake Shore Boulevard East, Queen Street East, Eastern
Avenue, and Woodbine Avenue.
As part of the City of Toronto approval for the new Woodbine Park residential subdivision, the developer is required to
fund the installation of traffic control signals on Woodbine Avenue in the vicinity of Kew Beach Avenue.
Discussion:
Kew Beach Avenue is a one-way northbound street at its intersection with Woodbine Avenue. Only right turns are
permitted from Kew Beach Avenue onto Woodbine Avenue. In this vicinity, Woodbine Avenue curves to the west and
becomes Lake Shore Boulevard East.
A pedestrian walkway from the Woodbine Park residential development will intersect the sidewalk on the west side of
Woodbine Avenue, 65 metres north of Kew Beach Avenue. A pedestrian railing (with advisory signing) will channel
pedestrians toward the proposed traffic control signals on Lake Shore Boulevard East, 30 metres west of Kew Beach
Avenue.
Long term plans for this area include the extension of Kew Beach Avenue to intersect Lake Shore Boulevard West at the
proposed traffic control signals. If approved, this intersection configuration would then accommodate both pedestrian
crossings of Lake Shore Boulevard East and vehicular access from Kew Beach Avenue onto Lake Shore Boulevard East.
Adjacent traffic control signals are located 910 metres to the west on Lake Shore Boulevard East at Coxwell Avenue, and
340 metres to the north on Woodbine Avenue at Queen Street East. Also, traffic control signals have been approved for the
intersection of Lake Shore Boulevard East and Street No. 5, 455 metres to the west of these proposed signals, and will be
installed during the summer of 1998. This spacing between controls is suitable with respect to the existing roadway
geometry and traffic conditions in this vicinity.
All costs associated with the proposed traffic control signals are the responsibility of EMM Financial Corporation. If
approved by Toronto City Council, the traffic control signals will be installed in the summer of 1998.
Conclusions:
The Subdivision Agreement for the new Woodbine Park residential subdivision requires the developer to fund the
installation of traffic control signals on Woodbine Avenue in the vicinity of Kew Beach Avenue. These traffic control
signals will enhance pedestrian safety in this area.
