Subject:Inquest into the Death of Kenneth Au-Yeung
Recommendation:
The Corporate Services Committee on July 20, 1998, endorsed the recommendations
embodied in the report (July 13, 1998) from the City Solicitor, viz:
"It is recommended that this report be forwarded to the Urban Environment and
Development Committee for its information".
Background:
The Corporate Services Committee on July 20, 1998, had before it the following reports:
(i)(July 13, 1998) from the City Solicitor, advising that by the adoption, at its meeting on
June3, 4 and 5, 1998, of Clause No.9 of Report No. 7 of the Corporate Services Committee,
Council authorized the City Solicitor to represent the City of Toronto at the inquest into the
death of Kenneth Au-Yeung; that Kenneth Au-Yeung was a seventeen year old high school
student who committed suicide by jumping from the Bloor Street Viaduct on December 11,
1997; that one issue which was dealt with at the inquest was the safety measures which
could be designed at the bridge to deter suicides; that the purpose of this report is to advise
that the inquest into the death of Kenneth Au-Yeung took place from June 17 to July 10,
1998, and the jury recommended that "Council adopt the recommendations of the Urban
Environment and Development Committee to establish measures directed towards the
deterrence of suicide attempts at the Prince Edward Viaduct (Bloor Street Viaduct), as
outlined in the report dated May 28, 1998, from the Interim and Functional Lead,
Transportation"; and recommending that this report be forwarded to the Urban Environment
and Development Committee for its information; and
(ii)(July 17, 1998) from the City Solicitor, providing information, supplemental to the
information contained in the report (July 13, 1998) from the City Solicitor.
