entitled, "Sheppard Subway Status Of Permits And Approvals."
The Commission received the subject report for information and approved the following:
1.That staff report on the critical path for completion of the Sheppard Subway, including
tenders, site plan approvals, building permits, design work, tunnelling work and any other
appropriate deadlines associated with the project; and further
2.That any site plan approval conditions which add costs beyond the approved budget for the
Sheppard Subway project be forwarded to the City of Budget Committee and City Council for
additional project and funding approval.
The foregoing is forwarded for the information of City of Toronto Council.

STATUS OF PERMITS AND APPROVALS
RECOMMENDATION
It is recommended that the Commission receive this report for information (an update of this
report will be submitted to future Commission Meetings).
FUNDING
Funds for this Sheppard Subway project expenditure are included in the TTC 1998-2002
Capital Program (as set out on pages 695-705 - Sheppard Subway Category) as approved by
City of Toronto Council on April 29, 1998. This project is in jeopardy of overrunning.
BACKGROUND
As the Commission is aware, the TTC requires site plan approval, foundation permits and
building permits for each Sheppard Subway construction contract. The aim is to have site plan
approval and building permits within six to eight weeks of award of the construction contract.
To date, the schedule for approval of the necessary permits has not been achieved due, in large
part, to the introduction of site plan conditions that are not within the scope of the project
budget. Site plan approval is normally required prior to the issuance of foundation and/or
building permits.
Delays in obtaining the necessary permits and approvals prior to the start of construction
could lead to additional project costs of approximately $2 million per month.
DISCUSSION
Exhibit 1 outlines the current status of the necessary permits and approvals for the Sheppard
Subway project. The major permits and approvals which are required for each station
construction contract have the potential to delay the construction if not received on schedule.
In the absence of such permits, staff are reluctantly proceeding with construction to avoid
construction delays, schedule slippage and contractor claims with the resulting negative
impact on the project budget and schedule. Ultimately this will cause a delay to revenue
service.
Bayview Station
The necessary tree cutting permit to implement the west side location of the Hydro vaults
(opposite Mallingham Court) was considered by City Council on May 13. The overall
Dangreen property agreement (allows for Hydro vaults to be placed on Dangreen property)
will be considered by Council on June 3. Regardless of which option is implemented, the
delay in proceeding with the Hydro work has resulted in unbudgeted project costs of $47,500
to design the west side option and to condense construction time following the June3 Council
meeting.
Don Mills Station
Of particular concern is the lack of site plan approval for Don Mills Station and the lack of a
full building permit for construction. Only a partial foundation permit has been received to
date and the site plan approval is still not resolved. Staff from North York and TTC are
discussing the issue of the covered walkway (and alternative solutions to a covered walkway)
taking into account the budget constraints.
Leslie Station
Also of concern is the lack of a foundation and/or building permit for Leslie Station. The
construction of Leslie Station is currently 15% complete. Likewise, TTC staff are dialoguing
with City staff to confirm that all issues are resolved and these permit approvals are granted at
an early date.
