SUBJECT:F.G. Gardiner Expressway East Dismantling Project

WARD:Councillors Jack Layton and Pam McConnell Ward 25 - Don River and

Councillors Sandra Bussin and Tom Jakobek Ward 26 - East Toronto

Purpose:

To provide a summary of the differences between the F.G. Gardiner Expressway East Dismantling Project (the Current Plan) and an alternative plan developed to by-pass the Lake Shore Boulevard East and Carlaw Avenue intersection (the Alternative Plan).

Funding Sources, Financial Implications and Impact Statement:

Not Applicable.

Recommendations:

It is recommended that this report be received for information.

Council Reference/Background/History:

To aid in the discussion of the F.G. Gardiner Expressway East Dismantling Project we have provided a supplementary report to our July 7, 1998 report that provides a summary of the differences between the Current Plan and the Alternative Plan.

The following is a point-form summary of these differences.

Discussion:

Current Plan:

(A)Physical Design

-1380 metres of Gardiner structure removed

-two 2-lane ramps provided in median of Lake Shore Boulevard starting at Bouchette Street

-existing rail line in median of Lake Shore Boulevard relocated to the north boulevard

(B)Urban Design

-1,120m of tree and grass planting opportunities on both sides of Lake Shore Boulevard between Booth Avenue and Leslie Street

-central median planting of 1,120m to separate EB and WB Lake Shore Boulevard

-1,120m of "address" for redevelopment created on Lake Shore Boulevard

(C)Traffic Operations

-westbound traffic destined to the Gardiner Expressway travels through one additional traffic signal at Lake Shore Boulevard and Carlaw Avenue

-eastbound Gardiner traffic destined to Lake Shore Boulevard travels through two additional traffic signals at Lake Shore Boulevard and Carlaw Avenue and at Lake Shore Boulevard and Leslie Street.

-Port area traffic will be able to access Gardiner either via Leslie Street or Carlaw Avenue

(D)Rail Operations

-shunting movements will no longer block westbound Lake Shore Boulevard traffic

-through train movements to CanRoof and the eastern Port will cross both eastbound and westbound Lake Shore Boulevard and impact traffic destined for and exiting

Alternative Plan:

-820 metres of Gardiner structure removed

-one 2-lane ramp provided in the median of Lake Shore Boulevard and one 2-lane ramp provided in the north boulevard of Lake Shore Boulevard, starting 160m east of Carlaw Avenue in the vicinity of the film studios

-Lake Shore Boulevard narrowed to 2 lanes in each direction at Carlaw Avenue

-existing rail line in median of Lake Shore Boulevard is not relocated

-650m of tree and grass planting opportunities on both sides of Lake Shore Boulevard between Leslie Street and east of Carlaw Avenue

-central median planting of 650m to separate EB and WB Lake Shore Boulevard

-650m of "address" for redevelopment created on Lake Shore Boulevard

-westbound traffic destined to the Gardiner Expressway travels through no additional traffic signals

-eastbound Gardiner traffic destined to Lake Shore Boulevard travels through one additional traffic signal at Lake Shore Boulevard and Leslie

Street

-Port area traffic will only be able to access Gardiner via Leslie Street as it does today.

-traffic destined for and exiting Gardiner is not impacted by train movements

-shunting movements will continue to block westbound Lake Shore Boulevard

-through train movements to CanRoof and the eastern Port will continue to affect Lake Shore Boulevard traffic.

-duration of construction is 3 years

These figures represent the capital cost of each item and therefore the totals do not match the net present value life-cycle cost figures.

(H)Life-Cycle Cost

-$34 million not including property costs

-$40 million not including property costs

Conclusions:

The foregoing summarizes the differences between the current plan for the F.G. Gardiner Expressway Dismantling Project and an alternative plan developed at the request of City Council.
