Re:The Gardiner East Dismantling Project and Cherry Street - Lake Shore Boulevard East
Study
At its meeting of May 26, 1998, the City of Toronto's South East Industrial Advisory
Committee discussed issues respecting the Gardiner East dismantling project, in accordance
with City Council's request of April 16, 1998, that staff hold additional consultation meetings
with project stakeholders on issues related to noise, traffic and rail relocation, dismantling
options that would remove or bypass the traffic light at Carlaw Avenue and Lake Shore
Boulevard East and report back to Council on these issues.
It was moved by Peter Wilson, Donohue Inc., and seconded by Jim Ritchie, Canada Metal Co.
Ltd., that the South East Toronto Industrial Advisory Committee, representing industry in the
Port Area and adjacent business areas:
(i)objects to any dismantling options that would eliminate or bypass the controlled
intersection at Carlaw Avenue and Lake Shore Boulevard East, and any other design or
construction options that would constrict vehicular or rail access to the Port Area, as
reductions in the level of access would have substantial negative impacts on local businesses,
the development potential of the Port Area and would impede access of emergency vehicles to
the Port Area.
It was moved by Wayne Baker, Canpar Ltd., and seconded by Kevin Hubert, Cimco
Refrigeration Ltd., that the South East Toronto Industrial Advisory Committee.
(ii)request Council, in its consideration of the Gardiner East dismantling project, to direct
Toronto Transportation staff to consult with appropriate Civic Officials and report on the
impact on local emergency services, should the controlled intersection at Carlaw Avenue and
Lake Shore Boulevard East be removed.
At its meeting of May 26, 1998, the South East Toronto Industrial Advisory Committee also
considered the preliminary findings of Coles Sherman, Consulting Engineers, respecting the
Cherry Street - Lake Shore Boulevard East intersection feasibility study.
It was moved by Peter Wilson, Donohue Inc., and seconded by Kevin Hubert, Cimco
Refrigeration Ltd., that the South East Toronto Industrial Advisory Committee:
-request City Council, in its consideration of the Gardiner East dismantling project, to direct
Toronto Transportation staff to undertake short-term improvements to the Cherry Street -
Lake Shore Boulevard East intersection in conjunction with Phase1 of the Gardiner
Expressway dismantling, including, but not limited to, traffic signal modifications to extend
the green light for northbound vehicles on Cherry Street, improved pavement markings, and
the establishment of warning lights and activated signals for pedestrians and cyclists; while
longer term improvements for the intersection are developed.
