At its meeting on Wednesday, November 4, 1998, the Commission considered the attached report entitled, "Comstock
Bus Garage Conceptual Layout Approval."
The Commission approved, in principle, the conceptual layout for the Comstock Bus Garage as detailed in the report, and
requested staff to submit a further report on any alterations that may arise if a longer sized bus is introduced to the fleet
sometime in the future.
The foregoing is forwarded to the Urban Environment and Development Committee for information.

SUBJECT:COMSTOCK BUS GARAGE CONCEPTUAL LAYOUT APPROVAL
RECOMMENDATION
It is recommended that the Commission approve the conceptual layout of Comstock Bus Garage and forward this report
to the Urban Economic Development Committee for its information.
FUNDING
Sufficient funds are included in project 3.9 - Buildings & Structures, under section for Bus Garage Replacement Program
(as set out on pages 377-389, State of Good Repair) of the TTC 1998-2002 Capital Program which was approved by the
City of Toronto Council at its meeting of April 29, 1998.
BACKGROUND
The bus garage study carried out in 1995 recommended the construction of a new bus garage. At its meeting of November
18, 1997, the Commission approved total funding for the project in the amount of $36.2 million. On April 29, 1998, the
City of Toronto Council approved the TTC's 1998-2002 Capital Program which included funds in the amount of $36.2
million for this project. On July 21, 1998, a property located at Comstock Road and Lebovic Drive was purchased for the
construction of a new bus garage.
DISCUSSION
Project Scope
-Garage capacity of 250 buses;
-209 outdoor storage
-29 indoor storage
-12 spaces in the repair area
-Outdoor bus storage with overhead distribution heating system (UWE);
-No provisions for articulated or CNG buses;
-Employee parking (250 spaces);
-Two indoor service lines;
-1 line for special cleaning of five buses;
-Two inspection pits with length equivalent to two buses on each lane;
-Battery shop and storage;
-Tire storage room;
-Paint shop;
-2 body shops;
-Above ground fuel and fluid tanks;
-Flammable storage areas;
-Offices for Maintenance and Transportation staff and operators;
-Separate male/female washrooms for Maintenance and Transportation staff;
-2 lunchrooms;
-Locker space;
-Janitor room;
-CIS room;
-Plant Department maintenance storage room;
-High speed overhead doors in high traffic areas;
-Lubritorium at all repair bays;
-Training/meeting room;
-Recreation/Operators waiting area.

Consultative Process
-The conceptual layout has been reviewed and accepted by City staff and the local Councillors (Brian Ashton and Gerry
Altobello).
-As per attachment 2, further consultation will take place with City staff, local Councillors and the public. The first
public meeting has been scheduled for November 9, 1998. At this meeting, staff will present the conceptual layout of the
facility. Any community concerns will be addressed in the detailed design phase, as appropriate. Any unresolved issues of
concern will be brought to the attention of the Commission.
JUSTIFICATION
Commission review and approval of the conceptual layout is required prior to public consultation. The layout meets TTC
operational requirements.
