Residue Management Facilities
Amendment of Agreement with Dillon Consulting Limited for
Class Environmental Assessment and Pre-Design Study
Purpose:
To obtain approval to amend the professional consulting services Agreement between the City
of Toronto and Dillon Consulting Limited for completion of a class environmental assessment
and pre-design study for the provision of residue management facilities at the R.C. Harris
Filtration Plant.
Funding Sources:
Funding for the additional expenditure of $175,000.00 including GST recommended herein
has been included in the preliminary 1999-2003 Water and Wastewater Services Division,
Capital Works Program. In order to maintain progress on the class environmental assessment,
scheduled to be substantially completed by the end of this year, additional funding authority is
now required. The funds required for expenditure during the balance of 1998 can be made
available from within the approved 1998-2002 Water and Wastewater Services Division, by
transfer from Water Supply Capital Account C-WS016 Warden Watermain, due to project
deferral as a result of revised program priorities.
Recommendations:
It is recommended that:
(1)authority be granted to increase the approved level of expenditure for completion of a class
environmental assessment and pre-design study for the provision of residue management
facilities at the R.C. Harris Filtration plant under the existing agreement with Dillon
Consulting Limited by an amount of $175,000.00, including Goods and Services Tax and
including a contingency allowance of $23,540.00 to cover additional work if necessary and
authorized by the Commissioner of Works and Emergency Services; and
(2)the appropriate City officials be authorized to take the necessary action to give effect
thereto.
Background:
By adoption of Clause No. 1 of Report No. 5 of the Environment and Public Space
Committee at its meeting of May 7, 1997, the former Metro Council authorized the
engagement of Dillon Consulting Limited, ('Dillon'), to complete a class environmental
assessment and pre-design study for the provision of residue management facilities at the R.C.
Harris Filtration Plant, ('the project'), at a cost not to exceed $243,000.00 including GST and
including a contingency allowance of $21,900.00.
Discussion and Justification:
The Agreement between the City and Dillon for the project is dated May 9, 1997, and work
commenced on May 29, 1997. During the course of the project to date, it has become clear
that the originally anticipated scope of work has increased significantly necessitating the
herein recommended increase to the value of the agreement.
There have been increased requirements for Dillon and City public consultation staff to
consult the R.C. Harris Public Advisory Committee, ('PAC'), to present, discuss, review, and
revise presentation material in advance of the public workshops and open houses required as
part of the class environmental assessment, ('EA'), process. In this regard, City public
consultation staff also determined that, due to the expectations of the PAC, and their
interpretation of the class EA process as it applies to the potential modifications of the R.C.
Harris facility, it was necessary to hold more public workshops than originally contemplated
by Dillon. Also, meetings with the recently formed Main Treatment Plant Neighbourhood
Liaison Committee were required to present options and possible impacts of potentially
treating R.C. Harris residues at the Main Treatment Plant. As a consequence of these
additional consultation activities, Dillon has also been required to spend additional time
co-ordinating their involvement with City public consultation staff. All of the above have
adversely impacted Dillon's costs.
During the class EA process, the R.C. Harris PAC was provided funding to retain heritage
architecture expertise to review work performed by Dillon's heritage architect. Consequently,
Dillon incurred additional costs to address and provide feedback on the review comments.
The resultant documentation dealing with the heritage significance of the site will also serve
to contribute to any future undertakings at the R.C. Harris plant.
Dillon has also been required to furnish more comprehensive photo-realistic graphic
depictions of potential on-site residue management facilities. These techniques, involving
digitally scanned photographs and computer graphics, are in excess of those originally
anticipated.
Due to the increased scope of public consultation activities discussed above, Dillon has
incurred additional costs associated with more project team meetings, and co-ordination
meetings with the residues marketing consultant.
Additional field and laboratory testing, for residue characterization became necessary when
the original scope of testing determined that the R.C. Harris residues are more difficult to
thicken than could have been expected. Similarly, based upon the final results of laboratory
testing and residue characterization, a pilot testing program of available thickening and
dewatering technologies must be designed, and the final results analyzed by Dillon. It is
proposed that the pilot testing program be conducted by selected equipment manufacturers
during the pre-design phase of the project.
Although this additional funding is being requested as a transfer from the approved 1998
budget for the Water Supply Capital Account C-WS016, Warden Watermain, no increase is
being requested in the budget for the 1999 Capital Works Program since firm costs for this
watermain project have not been determined.
The Chief Financial Officer and Treasurer concurs with this report.
Conclusion
For the reasons outlined in this report, it is necessary to increase the approved value of the
existing agreement between the City and Dillon for the R.C. Harris residue management class
EA
and pre-design project by $175,000.00 including GST.
