Discussion:
Works and Parks Committee at its meeting held on February 26, 1996, received a request to consider removing the on-street parking meters on Times Road between the Municipal Lane and Livingstone Avenue and passed the following motion:
"That the acting General Manager of the Parking Authority be instructed to report on the request for removal of parking meters on Times Road just north of Eglinton Avenue West."
Times Road is a local roadway between Eglinton Avenue West and Hopewell Avenue, traversing in a north/south direction. The street is currently by-lawed and signed in a one-way southbound direction.
Parking Authority in the early part of 1990, installed a total of three (3) on-street parking meters on the east side of Times Road between the Municipal Lane and Livingstone Avenue to control and regulate illegal long term parking. This parking currently serves the business community along Eglinton Avenue West, as well as the three municipally addressed businesses located on the west side of Times Road, immediately north of Eglinton Avenue West.
A recent review of this matter reveals in fact that the parking meters are serving this very purpose to provide additional short term parking for customers within the area. In fact a revenue audit of monies received from these three parking meters reveals a total of $ 2,258.05 over a one year period.
Obviously the on-street parking is beneficial to the business community along Eglinton Avenue West and those businesses municipally addressed on Times Road.
As Committee is aware this area was identified as experiencing current parking capacity problems, within York Eglinton B.I.A. Parking Study. As part of the parking study a personal interview was undertaken to access parking characteristics, which concluded 96% of the parking demand is for short term parking, that being two hours or less in duration.
Alternatives and Rationale:
Committee may wish to request the Director of Council Services and City Clerk poll the municipally addressed properties fronting, as well as flanking Times Road between Eglinton Avenue West and Livingstone Avenue to determine support for removing on-street parking on the east side of Times Road between the Municipal Lane and Livingstone Avenue.
Financial Implications/Source of Funding:
None required.
Conclusions:
On-street parking on the east side of Times Road between the Municipal Lane and Livingstone Avenue is providing a benefit to the surrounding business community, wherein its removal would only add to the existing parking capacity problems. Based on this we do not support, nor recommend its removal.
