Discussion:

 

Mr. R. Papa, 55 Lacey Avenue is requesting by letter (see copy attached) a parking restriction be implemented on the east side of Lacey Avenue, directly in front of his residence.

 

Lacey Avenue is a local street traversing in a north/south direction between Cameron Avenue and Ewart Avenue, within Ward 5. The street provides two-way vehicular traffic flow.

 

Presently on-street parking on Lacey Avenue is exclusively permitted on the east side of the street. The parking duration is an unsigned three (3) hour maximum parking regulation, except during the hours of 12:00 midnight to 6:00 a.m. when on-street permit parking is in effect for only those vehicles displaying a valid permit that states Lacey Avenue.

 

Mr. R. Papa is requesting we prohibit parking directly in front of his residence to provide unobstructed sight when exiting his private driveway.

 

As Committee is aware parking is presently prohibited in front of and within 60 cm of a legal driveway. A recent investigation reveals there is sufficient curb length between his driveway entrance/exit and his neighbours driveway to permit a single motor vehicle to legally park, without impeding into the 60 cm setback.

 

We constantly receive requests to erect parking prohibitions in front of or between driveways from residents. The Uniform Traffic By-law specifies numerous parking regulations which require no signage, ie. 3 metres from a fire hydrant, 3 hour maximum parking limit, in front of or within 60 cm of a driveway. These unsigned parking regulations were adopted to reduce sign clutter, as well as, save tax dollars.

 

Alternatives and Rationale:

 

Committee may wish to ignore the current practice to not erect traffic control signs for those specific parking regulations which require no signage and direct staff to amend the City of York Uniform Traffic By-laws to prohibit parking directly in front of 55 Lacey Avenue.

 

Financial Implications/Source of Funding:

 

None required.

 

Conclusions:

 

We do not support prohibiting parking directly in front of Mr. R. Papa’s residence, located at 55 Lacey Avenue which would eliminate a legal curb side parking space for local residents or their visitors.
