REQUEST FOR PARKING PROHIBITION ON AVALON ROAD

Recommendation:

 

That, the local Councillors hold a public meeting with the residents of Avalon Road, including the principal of Roseland Junior Public School to determine support for the implementation of a parking prohibition on the west side of Avalon Road between Bexley Crescent and the northerly terminus of the street.

Discussion:

 

Works and Parks Committee, at its meeting held on December 1, 1997, received a request to consider the feasibility of prohibiting parking on Avalon Road and passed the following motion:

 

"That the following communication be referred to the Commissioner of Operations Services for report."

 

Avalon Road is classified as a local roadway located in Ward 7. The street provides two-way vehicular traffic flow in a north/south direction between Bexley Crescent and its northerly terminus.

 

Currently on-street parking is legally permitted on the west side of the street exclusively. The present parking regulation is a maximum unsigned three (3) hour parking limit. Avalon Road currently has a municipal sidewalk on both the east and west sides of the street, which provide a safety zone for students attending Roseland Junior Public School.

 

Avalon Avenue presently provides the only access to Roseland Junior Public School. Both parents and the principal have expressed a safety concern as it relates to motor vehicles, being permitted to legally park on the west side of Avalon Road.

 

Field surveys reveal there is a total complement of six (6) curbside parking spaces available on the west side of Avalon Road, which serve to provide parking for the eleven municipally addressed properties, as well as their visitors. During our field survey it was noted that these residents do in fact utilize the street to park their motor vehicles.

 

 

Alternatives and Rationale:

 

1. Committee may wish to request the Director of Council Services and the City Clerk’s office undertake a poll of the residents on Avalon Road to determine interest in introducing a parking prohibition on the west side of the street, for student safety reasons attending Roseland Junior Public School.

 

2. Committee may wish to forego having the City Clerk’s office undertake a poll and recommend the City of York Uniform Traffic By-laws be amended to implement a parking prohibition on the west side of Avalon Road.

 

 

Financial Implications/Source of Funding:

 

None required.

 

 

Conclusions:

 

Implementation of an on-street parking prohibition on the west side of Avalon Road will require those eleven municipally addressed property owners to find alternative parking arrangements for their personal vehicles, as well as their visitors, within the neighbourhood, which may result in further concerns.

We therefore recommend that the local Councillors hold a public meeting, with the residents of Avalon Road and the principal of Roseland Junior Public School to consider support for implementing a parking prohibition on the west side of Avalon Road.
