Request to consider reversing on-street parking from the north to the south side of Lambton Avenue between Cliff Street and Arnold Avenue

Recommendation:

 

That the Director of Council Services and City Clerk poll the residents of Lambton Avenue between Cliff Street and Arnold Avenue to determine majority interest in reversing on-street parking from the north to the south side of the street;

 

Further, Mr. John Niemeyer receive a copy of the poll results.

Discussion:

 

Mr. John Niemeyer, 48 Lambton Avenue is requesting on-street parking on Lambton Avenue between Cliff Street and Arnold Avenue be reversed from the north side to the south side. The reasons as explained in his communications (Appendices I & II) for reversing parking is to improve overall safety as it relates to emergency response (Lambton Fire Hall) and the pedestrian crossover located at Guestville Avenue.

 

Lambton Avenue is classified as a collector roadway under the City of York Official Plan, extending between Brownville Avenue and Jane Street. The street traverses in an east/west direction, providing two-way vehicular traffic flow.

 

Currently on-street parking is exclusively permitted on the north side of the street, between municipally addressed properties 26 through to 68. A three (3) hour maximum unsigned parking regulation is in effect, with an exclusive on-street permit parking restriction between the hours 12:00 midnight and 6:00 a.m., for any vehicle displaying a valid on-street parking permit stating Lambton Avenue.

 

Field surveys reveal there is an equal complement of fourteen (14) curbside parking spaces available on both the north and south sides of Lambton Avenue between Cliff Street and Arnold Avenue.

 

Alternatives and Rationale:

 

Committee may wish not to request the Director of Council Services and City Clerk’s office poll the residents of Lambton Avenue between municipal addresses 26 through 68 on the north side and those municipal addresses between Cliff Street and Arnold Avenue to determine interest in reversing the on-street parking form the north to the south side of the street.

 

Financial Implications/Source of Funding:

 

Traffic budget.

 

Conclusions:

 

On-street parking is feasible on either side of Lambton Avenue between Cliff Street and Arnold Avenue, we therefore recommend that the residents between municipal addresses 26 through 68 on the north side of the street and those municipally addressed residents between Cliff Street and Arnold Avenue on the south side of the street be polled to determine interest in reversing on-street parking from the north to the south side of Lambton Avenue.
