Subject: Permit Parking on Durham Avenue between Winnett Avenue and Easterly Limits

 

(January 23, 1998) From the Commissioner, Operations Services

 

Purpose:

 

Councillor Joe Mihevc, Ward 28, York Eglinton, is requesting the feasibility of implementing on-street permit parking on Durham Avenue between Winnett Avenue and the easterly terminus street.

 

Funding Sources, Financial Implications and Impact Statement:

 

Traffic budget. Implementation of on-street permit parking on Durham Avenue between Winnett Avenue and the easterly terminus street could provide a potential annual revenue of $840.00.

 

Recommendations:

 

Subject to the Director of Council Services and City Clerks=s poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Durham Avenue between Winnett Avenue and the easterly terminus street.

Comments and/or Discussion and/or Justification:

 

Durham Avenue traverses in an east/west direction, between Atlas Avenue and its easterly limit.

 

Currently on-street parking on Durham Avenue between Winnett Avenue and the easterly terminus street is legally permitted on the north side, exclusively. The current parking regulation is a maximum signed one (1) hour parking regulation, between the hours 8:00 a.m. to 7:00 p.m., with a maximum unsigned parking regulation of three (3) hours for all other times.

 

Field surveys reveal there is a total complement of fourteen (14) curbside parking spaces available on the north side of Durham Avenue between Winnett Avenue and the easterly terminus street.

 

On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with

impunity from the signed or unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Durham Avenue between Winnett Avenue and the easterly terminus street.

 

Conclusions:

 

On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Durham Avenue between Winnett Avenue and the easterly terminus street.
