Subject: Permit Parking on Lanark Avenue between Oakwood Avenue and Winona Drive

Purpose:
Councillor Joe Mihevc, Ward 28, York Eglinton, is requesting the feasibility of implementing on-street permit parking on Lanark Avenue between Oakwood Avenue and Winona Drive.
Funding Sources, Financial Implications and Impact Statement:
Traffic budget. Implementation of on-street permit parking on Lanark Avenue between Oakwood Avenue and Winona Drive could provide a potential annual revenue of $1,080.00.
Recommendations:
Subject to the Director of Council Services and City Clerk=s poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Lanark Avenue between Oakwood Avenue and Winona Drive.

Comments and/or Discussion and/or Justification:
Lanark Avenue traverses in an east/west direction, between Glenholme Avenue and Winona Drive.
Currently on-street parking legally alternates from the south to the north sides of Lanark Avenue between Oakwood Avenue and Winona Drive, during the months April through November. During the months December through to March, an exclusive one side parking regulation is in effect on the south side of the street.
The current parking regulation on Lanark Avenue between Oakwood Avenue and Alameda Avenue is a maximum unsigned three (3) hour duration anytime whereas the section between Alameda Avenue and Winona Drive is a signed one (1) hour regulation, during the hours 8:00 a.m. to 7:00 p.m., with a maximum unsigned three (3) hour regulation for all other times.
Field surveys reveal there is a total complement of eighteen (18) curbside parking spaces available on Lanark Avenue between Oakwood Avenue and Winona Drive.
On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with impunity from the signed or unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Lanark Avenue between Oakwood Avenue and Winona Drive.
Conclusions:
On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Lanark Avenue between Oakwood Avenue and Winona Drive.
