Subject: Permit Parking on Rushton Road between St. Clair Avenue to Arlington Avenue

 

(January 26, 1998) From the Commissioner, Operations Services

 

Purpose:

 

Councillor Joe Mihevc, Ward 28, York Eglinton, is requesting the feasibility of implementing on-street permit parking on Rushton Road between St. Clair Avenue to Arlington Avenue.

 

Funding Sources, Financial Implications and Impact Statement:

 

Traffic budget. Implementation of on-street permit parking on Rushton Road between St. Clair Avenue to Humewood Gardens; and Maplewood Avenue to Valewood Avenue; and Vaughan Road to Windley Avenue could provide a potential annual revenue of $1,620.00.

 

Recommendations:

 

Subject to the Director of Council Services and City Clerk=s poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Rushton Road between St. Clair Avenue to Humewood Gardens; and Maplewood Avenue to Valewood Avenue; and Vaughan Road to Windley Avenue.

Rushton Road traverses in a north/south direction, between St.Clair Avenue West and Arlington Avenue.

 

The current on-street parking regulations and number of curbside parking spaces for Rushton Road between St. Clair Avenue to Arlington Avenue are summarized below on an individual block basis:

Arlington Avenue West

 

Field surveys reveal there is a total complement of twenty-seven (27) curbside parking spaces available on Rushton Road between St. Clair Avenue to Humewood Gardens; and Maplewood Avenue to Valewood Avenue; and Vaughan Road to Windley Avenue.

 

On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with impunity from the signed or unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Rushton Road between St. Clair Avenue to Humewood Gardens; and Maplewood Avenue to Valewood Avenue; and Vaughan Road to Windley Avenue.

 

Conclusions:

 

On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Rushton Road between St. Clair Avenue to Humewood Gardens; and Maplewood Avenue to Valewood Avenue; and Vaughan Road to Windley Avenue.
