Subject: Permit Parking on Wellwood Avenue between Rushton Road and Humewood Drive

Purpose:
Councillor Joe Mihevc, Ward 28, York Eglinton, is requesting the feasibility of implementing on-street permit parking on Wellwood Avenue between Rushton Road and Humewood Drive.
Funding Sources, Financial Implications and Impact Statement:
Traffic budget. Implementation of on-street permit parking on Wellwood Avenue could provide a potential annual revenue of $840.00.
Recommendations:
Subject to the Director of Council Services and City Clerk=s poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Wellwood Avenue between Rushton Road and Humewood Drive.

Comments and/or Discussion and/or Justification:
Wellwood Avenue traverses in an east/west direction, between Rushton Road and Humewood Drive.
Currently on-street parking on Wellwood Avenue alternates between the south side for the first half of the month to the north side for the last half of the month, April through to November. During the winter months, parking is permitted on the south side, exclusively. The current parking regulation is a maximum unsigned three (3) hour parking duration anytime.
Field surveys reveal there is a total complement of fourteen (14) and seventeen (17) curbside parking spaces available on the north and south sides of Wellwood Avenue, respectively.
On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with
impunity from the signed or unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Wellwood Avenue between Rushton Road and Humewood Drive.
Conclusions:
On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Wellwood Avenue between Rushton Road and Humewood Drive.
