Subject: YORK WEST SENIORS= CENTRE
(February 5, 1998) From the Commissioner, Community Services, York Civic Service Centre
Purpose:
To provide a better quality of service for seniors at the York West Seniors Centre.
Funding Sources, Financial Implications and Impact Status:
The Centre has requested and is proposing to spend $90,000 from the York Humber Reserve Account. In 1989 there was a site plan agreement (Hickory Tree Development) implemented which set aside $225,000 for the purpose of providing funds to use towards capital requirements for seniors in the immediate area.
In 1994, $60,000 was approved by Council for capital improvements to its present location 1901A Weston Road. Presently there is $285,000 sitting in the reserve account dedicated for seniors.
Recommendations:
A It is recommended that:
(1) The amount of $90,000 from the York Humber Reserve Account #004-433 2680, be allocated towards the upgrading and renovations at 2100 Lawrence Ave. for the new site of the York West Seniors Centre.@
(2) The lease and business arrangements be identified to reflect the centre=s financial objectives.
(3) The lease arrangements should be reviewed and deemed reasonable by appropriate staff.
Council Reference/Background History:
The York West Seniors Centre has been located in three storefronts at 1901 Weston Road. a property of Metro Housing Company for the past 18 years and has been searching since 1989 for a more suitable site for its Seniors Centre.
Over the years its membership programmes and services have increased to the point where they are limited in expanding their Centre. The present location is fragmented and very limiting in providing quality service.
Comments and/or Discussion and/or Justification:
The relocation of the York West Seniors Centre to 2100 Lawrence Ave. would better service the needs of its members for accessibility, programming space and work environment. York West Meals on Wheels who have a close working relationship with York West Seniors have just moved into this new site. This linkage is a very important aspect to the community and would benefit everyone if they were located within the same building.
We would support in principle, the allocation of $90,000 towards capital improvements for their proposed site.
Conclusions:
In conclusion we are supportive of this request but would ask that the York West Seniors Centre further develop a business plan to identify their fiscal requirements.
