12.Municipal Parking Lot - 1775 Eglinton Avenue West

 (February 23, 1998) From the Commissioner, Operations Services, York Civic Service Centre

 Purpose:

 Peter Darrington, York Division, Fire Department is requesting the existing designated Fire Route By-law for 1775 Eglinton Avenue West, being the Doug Saunders Building, be amended in accordance with the new parking layout.

 Funding Sources, Financial Implications and Impact Statement:

 Traffic budget.

 Recommendations:

 That the Fire Route By-law 3387-79 be amended to delete a portion of the designated fire route at 1775 Eglinton Avenue West, within the Municipal Parking Lot Area.

 Council Reference/Background History:

 Metropolitan Toronto Housing Company Ltd. in 1997 undertook repairs to the underground parking garage at 1775 Eglinton Avenue West, being the Doug Saunders Building. This work involved replacing a portion of the upper deck of the garage, where we presently lease the Municipal Parking Lot.

 Comments and/or Discussion and/or Justification:

 On May 28th, 1984, Council approved a designated Fire Route at 1775 Eglinton Avenue West (see Appendix I).

 As a result of the recent repairs to the parking garage and the upper deck staff was able to re-design the parking layout, optimizing the additional area created as a result of the construction.

 Presently the new parking layout conflicts with the fire route designation, along the westerly property line (see Appendix II). Peter Darrington, City of Toronto Fire Department, York Division, has indicated fire protection service to the Doug Saunders Building is from Eglinton Avenue West. Currently there is no safety concern, however, the level of fire protection originally offered prior to the new parking layout has been reduced. As a result the Fire Department is requesting we amend the current fire route designation, in accordance with the new parking layout to ensure a safe level of fire protection. We concur with this request and recommend the Fire Route By-law be amended accordingly.

 Conclusions:

 The new parking layout provides an optimum use of space available for parking at 1775 Eglinton Avenue West, without jeopardizing fire safety, as confirmed by the York Division, Toronto Fire Department.

We, therefore, recommend the current fire route designation at 1775 Eglinton Avenue West be amended to reflect the new parking layout design.
