15.Request for Disabled Parking Space - 2 Raquel Court

Purpose:
Mr. Lane Graham, 2 Raquel Court is requesting a designated disabled parking space be established directly in front of his
residence.
Funding Sources, Financial Implications and Impact Statement:
None required.
Recommendations:
That, a designated disabled parking space not be established on either Raquel Court or Esposito Crescent, directly in front
of or abutting municipally addressed residence 2 Raquel Court;
Further, that Mr. L. Graham receive a copy of this report.
Council Reference/Background History:
Mr. L. Graham by letter dated February 23, 1998, is requesting consideration be given on establishing a designated
disabled parking space on his street or within close proximity to his municipally addressed residence.
Comments and/or Discussion and/or Justification:
Raquel Court is a local roadway, traversing in an east/west direction off Esposito Crescent. The street currently provides
two-way vehicular traffic flow, serving a total of four municipally addressed residences.
The property municipally addressed as 2 Raquel Court is located on the north side of the street, immediately west of
Esposito Crescent. The residence is a single family dwelling, with a driveway leading to an attached garage. Directly in
front of this municipally addressed property is a fire hydrant.
In reviewing this request we note the present road configuration combined with driveway access serving the four
residential properties and the short overall length of the street precludes any consideration to establish legal on-street
parking on either the north or south sides of Raquel Court.
Esposito Crescent as well is a local roadway traversing in a north/south direction between Eileen Avenue and Florence
Crescent. The street currently provides two-way vehicular traffic flow, predominately providing rear yard access to those
municipally addressed residences fronting on Florence Crescent.
Mr. L. Graham is requesting we consider establishing a designated disabled parking space on either Raquel Court or
Esposito Crescent, where on-street parking is presently prohibited.
As Council is aware, any person currently possessing a valid provincial permit bearing the international symbol of access is
exempt from the following on-street traffic regulations:
1.Payment to engage a parking meter;
2.ANo Parking@ for a period longer than 3 hours;
3.ANo Parking@ restrictions, other than rush hour prohibitions, i.e. 7:00 to 9:00 a.m. or 4:00 to 6:00 p.m.;
4.Signed maximum parking duration regulations, i.e. 1 hour.
Mr. L. Graham does possess a valid Province of Ontario Disabled Parking Permit #270575, expiring in March 2000.
Conclusions:
On-street parking is presently prohibited on both Raquel Court and Esposito Crescent for safety reasons. Establishing a
designated disabled parking space on either street would jeopardize the safe two-way vehicular traffic flow, unobstructed
ingress/egress to existing off-street parking facilities and create an operational service risk. We, therefore, do not support
Mr. L. Graham=s request for a designated disabled parking space, being established on Raquel Court or Esposito Crescent.
Based on this information, Mr. L. Graham can legally park at the westerly terminus of Raquel Court or on the west side of
Esposito Crescent, directly abutting his municipally addressed residence, by virtue of his provincial permit.
It is, therefore, recommended that a designated disabled parking space not be established, on either Raquel Court or
Esposito Crescent, as requested by Mr. L. Graham.
