17.Parking Problems on Vaughan Road West Northcliffe Boulevard

 (February 24, 1998) From the Commissioner, Operations Services, York Civic Service Centre

 Purpose:

 Councillor Rob Davis, Ward 28, York Eglinton is requesting on behalf of the local residents the feasibility of introducing on-street parking on the south side of Vaughan Road, immediately west of Northcliffe Boulevard to its westerly terminus.

 Funding Sources, Financial Implications and Impact Statement:

 Traffic budget. Implementation of on-street permit parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus could provide a potential annual revenue of $1,140.00.

 Recommendations:

 That this report be forwarded to the local residents residing at municipally addressed properties, 754 through to 764 Vaughan Road for information and to request comments, following which York Community Council recommend the implementation of on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus. It is further recommended that on-street parking be regulated with the introduction of a maximum signed one hour parking limit between the hours 8:00 a.m. and 6:00 p.m., Monday to Saturday, and an exclusive permit parking restriction during the hours 12:00 midnight to 6:00 a.m.

 Council Reference/Background History:

 Works and Parks Committee, at its meeting held on November 6, 1995, Report 20, Clause 203.12, requested the Senior Director of Works to report on establishing on-street parking on the south side of Vaughan Road from the school entrance to St. Hilda=s driveway.

 Subsequently, Councillor Rob Davis at the York Community Council meeting held on February 18, 1998, on behalf of local area residents requested a report on the feasibility of implementing on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus.

 Comments and/or Discussion and/or Justification:

 Vaughan Road traverses in a south/east and north/westerly direction, between St.Clair Avenue and its westerly terminus. Vaughan Road between Northcliffe Boulevard and its westerly terminus is classified as a local street, within the Official Plan providing two-way vehicular traffic flow. The overall pavement width is 11.0 metres (36 feet).

Currently on-street parking on Vaughan Road, within the section between Northcliffe Boulevard and its westerly terminus is exclusively permitted on the north side of the street. The parking duration is a signed one (1) hour maximum parking regulation during the hours 8:00 a.m. through to 6:00 p.m., Monday to Saturday. A maximum unsigned parking regulation of three (3) hours is in effect for all other times, with an exclusive on-street permit parking restriction between the hours 12:00 midnight to 6:00 a.m., for any vehicle displaying a valid on-street parking permit stating Vaughan Road.

 Field surveys reveal there is a total complement of nineteen (19) curbside parking spaces available on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus.

 Currently there is a total of twenty-six (26) valid permit holders residing on Vaughan Road between Northcliffe Boulevard and its westerly terminus, accessing sixteen (16) legal curb side parking spaces. As a result, a minimum of ten permit holders each day is displaced into the next designated on-street permit parking block for Vaughan Road between Northcliffe Boulevard and Greyton Crescent.

 Due to the fact there is only one entry/exit onto this portion of Vaughan Road, vehicular traffic volumes are typically local in nature and minimal in number. Because the overall pavement width is between 2.5 and 3.7 metres wider than a typical local roadway, on-street parking can be accommodated on both sides of the street, without obstructing two-way vehicular traffic flow. Based on these factors we support the introduction of on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus.

 Conclusions:

 The implementation of on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus would provide additional parking relief for the local area residents.

 We, therefore, support and recommend the implementation of on-street parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus. It is also recommended on-street parking be regulated through the introduction of a maximum signed one (1) hour parking limit, during the hours 8:00 a.m. to 6:00 p.m., Monday to Saturday, with an exclusive permit parking restriction, during the hours 12:00 midnight to 6:00 a.m.
