18. Request for Permit Parking on Holmesdale Crescent

 (February 17, 1998) From the Commissioner, Operations Services, York Civic Service Centre

 Purpose:

 Councillor Joe Mihevc, Ward 28, York Eglinton is requesting on behalf of the local residents the feasibility of implementing on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road.

 Funding Sources, Financial Implications and Impact Statement:

 Traffic budget. Implementation of on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road could provide a potential annual revenue of $1,020.00.

 Recommendations:

 Subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road.

 Internal Memo, dated February 4, 1998, from Councillor Joe Mihevc, Ward 28, York Eglinton, to Mr. Ron Maurice, Clerk=s Office.

 Comments and/or Discussion and/or Justification:

 Holmesdale Crescent traverses in an east/west direction, between Ennerdale Road and Holmesdale Road. The street provides two-way vehicular traffic flow.

 On-street parking is exclusively permitted on the north side of the street. The parking duration is a maximum three (3) hour regulation anytime.

 Field surveys reveal there is a total complement of seventeen (17) curbside parking spaces available on the north side of Holmesdale Crescent between Ennerdale Road and Holmesdale Road.

 On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the street on which they reside for extended periods of time, with impunity from the signed or unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road.

Conclusions:

 On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Holmesdale Crescent between Ennerdale Road and Holmesdale Road.
