20.Permit Parking on Scott Road

 Purpose:

 Councillor Frances Nunziata is requesting a report on the feasibility of implementing on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue.

 Funding Sources, Financial Implications and Impact Statement:

 Traffic budget. Implementation of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue could provide a potential annual revenue of $480.00.

 Recommendations:

 Subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue.

 Council Reference/Background History:

 Local residents by petition (Appendix I), through Councillor Frances Nunziata=s office are requesting the introduction of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue.

 Comments and/or Discussion and/or Justification:

 Scott Road traverses in a north/south direction, between Eglinton Avenue West and Rogers Road, providing one-way vehicular traffic flow in a northbound direction between Rogers Road and Cameron Avenue, wherein it reverts into a two-way street to Eglinton Avenue West.

 Currently on-street parking on Scott Road between Kersdale Avenue and Aileen Avenue is legally permitted on the east side, exclusively. The parking duration is an unsigned maximum three (3) hour limit, anytime.

 Field surveys reveal there is a total complement of eight (8) curbside parking spaces available on the east side of Scott Road between Kersdale Avenue and Aileen Avenue.

 On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with impunity from the signed and unsigned parking regulations. We, therefore, support the introduction of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue.

 Conclusions:

 A review of the petition reveals a total of six municipally addressed residences are requesting the service, including two non-addressed residences. For Committee=s information there is a total of fourteen (14) fronting and flanking addresses within this one block of Scott Road. The petition represents 43% of the total number of properties fronting and flanking this one block of Scott Road.

 On-street permit parking is a service benefit for every municipally addressed taxpayer without adequate off-street parking facilities. We, therefore, recommend the implementation of on-street permit parking on Scott Road between Kersdale Avenue and Aileen Avenue.
