22.EAST/WEST LANE ABUTTING 1478 EGLINTON AVENUE WEST

 Commissioner of Operations Services, York Civic Service Centre

 Purpose:

 Councillor Joe Mihevc, Ward 28, York Eglinton, is requesting a report on:

 (1)ownership and condition of the above mentioned lane; and

 (2)request that this lane be put on the 1998 repaving list.

 Funding Sources, Financial Implications and Impact Status:

 An estimated cost of $3,000.00 be provided from the operating budget.

 Recommendations:

 It is recommended that:

 (1)The gravel portion of the public lane, approximately 9 metres in length, behind 1478 Eglinton Avenue West be paved with an asphalt surface this summer by Operations Services forces.

 Internal memo, dated February 17, 1998, from Councillor Joe Mihevc, Ward 28, York Eglinton to York Community Council.

 Comments and/or Discussion and/or Justification:

 The lane abutting 1478 Eglinton Avenue West is a public lane. It runs westerly from Marlee Avenue and terminates approximately 56 metres (184 ft.) from Marlee Avenue (See Appendix I). The lane which varies in width from 3.4 metres (12 ft.) to 4.3 metres (14 ft.) serves three buildings on the south side. The municipal addresses of the buildings are numbers 1468 to 1480 Eglinton Avenue West.

 Over the years, property owners of the buildings have considered the public lane as their driveways. Thus the lane has been paved by individual owners with asphalt or concrete, except for a short section behind No. 1478 which still has a gravel surface.

 The estimated cost of constructing a new pavement on the lane, including removal of existing pavement and installing a storm drain, is approximately $45,000.00.

 Since our 1998 Capital Budget was submitted, as requested, to the City of Toronto in August, 1997, it is too late to include it in this year=s Capital Budget.

 However, as a considerable part of the lane has been paved, we would recommend that the gravel portion of the lane, 9 metres in length, be paved with asphalt. The estimated cost of the asphalt work is approximately $3,000.00, which can be covered by the Operating Budget.

 Conclusions:

 The lane abutting 1478 Eglinton Avenue West is a public lane having a length of approximately 56 metres. Since a substantial length of the lane has been paved, we would recommend that the short section of the gravel lane abutting 1478 Eglinton Avenue West be paved with an asphalt surface.

 Regarding the fact of paving the east /west lane abutting 1478 Eglinton Avenue west, I have been fighting long and hard to achieve having our lane paved. This lane belongs to City of York which is now part of Toronto. The Cleaning Solution that exists at our entrance lane has become a drive-in pickup. This has increased traffic. Our lane is muddy, bumpy, holes, soggy earth. I have been paying my taxes for over 35 years and I, along with the other owners, would love to see our lane paved.
