Purpose:
To show results of a poll conducted of residents on Flanders Road, regarding a proposal to implement on-street permit
parking.

For consideration and direction of York Community Council.

Clause No. 144.3 embodied in Report No. 16 of the Works and Parks Committee.
The Works and Parks Committee, at its meeting held on December 1, 1997, directed that the City Clerk conduct a poll of
residents on Flanders Road to determine resident interest in the implementation of on-street permit parking.

The following is a breakdown of residents polled to determine interest in the above-mentioned proposal based on the
number of replied returned.

Conclusions:
As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement
on-street permit parking on Flanders Road.

APPENDIX 1
Comments from Residents:
In Favour:
(a)I believe that parking permits should be made available, but first priority should be
given to property owners and not basement tenants (on Flanders).
(b)We would be very interested, and know of many people who would buy these spaces.
(c)In addition to the above, I would also like this permit to be free of charge.
Not In Favour:
(a)Why punish all residents to benefit a few? Anyone without a driveway purchased their home as such and now don=t
want to be bothered moving their cars. Too bad! Now we can barely find a spot for service vehicles - or visitors - for all the
tenants taking a risk on parking. It would be chaotic if it were legal! Why should Aany city resident@ be permitted to apply
to park on a street where the taxes are paid by the people who reside there - not those applying!
There being no parking anytime on the east side of the street, it is almost impossible to find a parking space on the west
side as it is. With permit parking it would be hopeless! Rental tenants currently use all of the available street parking - often
parking so close to the driveways that it is dangerous backing out. When snow is banked at the side of the road, parked cars
are left so far out into the roadbed that trucks can barely pass through. Due to No Plowing that snow becomes an icebank
and the problem worsens.
(b)I am not in favour of the proposal to implement on-street permit parking for Flanders Road. I expect my property
taxes to allow me the luxury of keeping the street that I live on open, accessible, safe, uncongested. This proposal must not
pass. Thank you for your time and consideration.
(c)It would greatly increase traffic on the street, while providing no benefit to residents on the street.
(d)This proposal is absolutely ridiculous.
(e)I am totally against on-street permit parking. As an owner with a driveway, I would not be given first priority for a
permit. As priority will be given to tenants without parking I find this totally unacceptable. If permit parking is
implemented, visitors and guests would have no where to park and for the amount of property taxes I pay, I should have
some ownership of my street and parking availability.
(f)I can=t see why this is necessary at all. People on our street have driveways and garages. What it will do is create
problems for visitors any of us might have who would like to park beyond midnight.
(g)I don=t like the fact that most if not all spots on the street will be taken so as not to allow any guests parking on the
street. Basement apartments are illegal in the City of York - why are they getting parking on the street? We pay the taxes,
tenants do not, why do they get first call?
(h)Definitely not in favour. Too small a street for outside parking and with snowbanks in winter one cannot come out of
driveway opposite the parked cars. No!
