10.REQUEST FOR ALTERNATE SIDE AND PERMIT PARKING

ON PEVERIL HILL ROAD SOUTH - WARD 28, YORK-EGLINTON.

Commissioner Operations Services, York Civic Service Centre

(April 6, 1998)

 Purpose:

Councillor Joe Mihevc is requesting a report on the feasibility of implementing on-street alternate side and permit parking on Peveril Hill Road South.

Funding Sources, Financial Implications and Impact Statement:

 Traffic budget.

 Recommendations:

Subject to a poll revealing the majority of residents are in favour, York Community Council approve the implementation of on-street alternate side and permit parking on Peveril Hill Road South.

 Council Reference/Background History:

Ms. Barbara Rovetti, 83 Ava Road, through Councillor Joe Mihevc by memo dated March 17, 1998, is requesting a report on the feasibility of implementing on-street alternate side and permit parking on Peveril Hill Road South.

 Comments and/or Discussion and/or Justification:

Peveril Hill Road South traverses in a north/south direction, between Ava Road and Avenal Drive, providing two-way vehicular traffic flow.

Currently on-street parking on Peveril Hill Road South is legally permitted on the west side, exclusively. The parking duration is a maximum unsigned three (3) hour limit anytime.

Field surveys reveal there is a total complement of sixteen (16) curbside parking spaces available on both the east and west sides of Peveril Hill Road South.

Alternate side parking provides an increased level of municipal service for all residents of the City. Maintenance programs such as street cleaning or road and sidewalk repairs can be undertaken readily without disruption to the residents or their visitors.

On-street permit parking provides those residents, without adequate off-street parking facilities to legally park their vehicles on the streets on which they reside for extended periods of time, with impunity from the signed and unsigned parking regulations.

We, therefore, support the introduction of on-street alternate side and permit parking on Peveril Hill Road South.

Conclusions:

Both on-street alternate side and permit parking programs are a service benefit for every municipally addressed taxpayer from a maintenance and an inadequate off-street parking facilities perspective. We, therefore, support and recommend the implementation of on-street alternate side and permit parking on Peveril Hill Road South.
