12.PETITION - REQUEST FOR WATERMAIN RELINING

- EARLSDALE AVENUE BETWEEN OAKWOOD AVENUE AND GLENHOLME AVENUE, WARD 28 - YORK-EGLINTON.

 Purpose:

 In response to a petition, signed by the residents of Earlsdale Avenue between Oakwood Avenue and Glenholme Avenue, for relining the watermain on Earlsdale Avenue.

 Funding Sources, Financial Implications and Impact Status:

 None required.

 Recommendations:

 It is recommended that:

 (1)The report be received as information; and

 (2)The York Operations Services Department monitor the quality of water on Earlsdale Avenue and report back to the Community Council.

 Council Reference/Background History:

 The City Clerk by a memo dated April 3, 1998, requested that the Operations Services Department report on a petition signed by the residents of Earlsdale Avenue between Oakwood Avenue and Glenholme Avenue. The residents are very unhappy with the quality of water and would like the watermain relined.

 Comments and/or Discussion and/or Justification:

 Earlsdale Avenue is located south of Rogers Road between Oakwood Avenue and Glenholme Avenue. The street is served by a 6 inch diameter watermain constructed in the 1920=s. The watermain is connected both at Oakwood Avenue and Glenholme Avenue.

 The main purpose of cleaning and relining a watermain is to increase water flow without the expense of complete replacement. Thus trunk watermain and dead-ended watermains have higher priority over other watermains in terms of cleaning and relining.

 Since 1988, York has cleaned and relined approximately 27 kms of watermain which are either trunk watermains or dead ended mains. Appendix I shows the watermains that have been relined in the vicinity of Earlsdale Avenue. It should be noted that since the watermain on Glenholme Avenue is not a dead ended main, it has not been relined.

 Cleaning and relining of the watermain will also reduce the amount of iron content in the water. However, iron in drinking water is not considered a health related parameter. When iron content is greater than the Ontario Drinking Water Objectives (ODWO) Aesthetic Objective Guideline limit of 300 ug/L, iron may impart a reddish brown colour to the water, may strain laundry goods, and may produce a bitter taste. Elevated levels of colour and turbidity are also often associated with an increase in iron content of tap water.

 To ensure the iron content is within the guideline limit contained in the Ministry of the Environment and Energy ODWO, we have arranged to take two samples from Earlsdale Avenue. We will report back to the Community Council when the testing results are received.

 Conclusions:

 The main purpose of cleaning and relining the existing watermain is to increase capacity for fire fighting and water supply. Therefore, all trunk watermains and dead-ended watermains should be done first. As the watermain on Earlsdale Avenue is not in this category, cleaning and relining of the watermain is not scheduled. Although iron content is not considered a health related parameter, the Operations Services Department will monitor the water quality on Earlsdale Avenue and report its result to the Community Council.
