(May 12, 1998)
Purpose:

Funding Sources, Financial Implications and Impact Statement:
None required.
Recommendations:
That, York Community Council approve a cash payment-in-lieu of three (3) parking spaces required at 1728 Eglinton
Avenue West, in accordance with the Zoning By-law 1-83.
Council Reference/Background History:
Mr. C. Pierozzi acting as agent for Cascais Bakery located at 1728 Eglinton Avenue West on April 6, 1998, submitted an
application with respect to cash payment-in-lieu of parking for three (3) spaces. The owner is intending to convert the
current restaurant located in the basement into a licenced restaurant.
Comments and/or Discussion and/or Justification:
The property municipally addressed as 1728 Eglinton Avenue West is located on the north/east corner of Locksley Avenue
and Eglinton Avenue West, within Ward 28 York Eglinton (Appendix I, aerial photo detailing property location).
As part of the application process, a memorandum is circulated to the various internal departments concerned for comment.
Outlined below is a summary of the comments received concerning Cascais Bakery=s application for cash payment-in-lieu
of parking:
Development Services
Development Control Division has no objections to this application.
The Building Division has indicated the owner is required to provide an additional three (3) parking spaces under the terms
of York Zoning By-law 1-83 in converting the restaurant to a licenced establishment. Due to the fact that these spaces
cannot be provided on the site, the applicant is applying for Cash payment-in-lieu of parking.
Operations Services
Currently on-street parking is legally permitted on both the north and south sides of Eglinton Avenue West, immediately
adjacent to these premises providing one (1) hour maximum parking duration controlled by parking metres. In addition,
there are two municipal parking lots all within walking distance of the establishment, which provide for varied parking
durations dependent upon the customers= needs.
Conclusions:
The owner is required to provide an additional three (3) parking spaces to convert the existing restaurant into a licenced
establishment, we, therefore, support and recommend approval of Cascais Bakery=s application for Cash payment-in-lieu
of parking.
