21.POLL RESULTS: PROPOSAL FOR ON-STREET PERMIT PARKING ON GLOUCESTER GROVE, BETWEEN ALAMEDA AVENUE

AND WINNETT AVENUE - WARD 28, YORK- EGLINTON

Purpose:

To show results of a poll conducted of residents on Gloucester Grove, between Alameda Avenue and Winnett Avenue, regarding the above proposal.

Funding Sources, Financial Implications and Impact Statement:

None.

Recommendations:

For consideration and direction of York Community Council.

Council Reference/Background/History:

Clause No. 7(m) embodied in Report No. 2 of the York Community Council.

York Community Council, at its meeting held on February 18, 1998, directed that residents be polled to determine majority interest with respect to this proposal.

The following is a breakdown of residents polled to determine interest in this proposal based on the number of replies returned:

 Conclusions:

 As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on Gloucester Grove, between Alameda Avenue and Winnett Avenue.

Poll Results: Proposal for On-street Permit Parking on Gloucester Grove

Between Alameda Avenue and Winnett Avenue

Comments from Residents:

In Favour:

(a)In favour of cars only, not commercial vehicles; i.e.: one-half tonne, etc. This can look like a construction site. This is a family-oriented residential street. Permit parking should be for those residents who live on this street only.

 Not in Favour:

 (a)We are not in favour of any change regarding parking facilities.

 (b)Very few people are without driveways. There seems to be a lot of parking available. Charging for a permit would inhibit visitors to the area where it is difficult to put more than one car in a driveway.

 (c)Please ask Councillor Mihevc to leave things as they are. Already too much of questionable worth has been done, making it more difficult to get home and increasing the volume of traffic on my street.

 (d)This is a submission regarding the hearing about parking permit proposal for Gloucester Grove, between Alameda Avenue and Winnett Avenue. In addition to the attached comments, I would like to reiterate the fact that, from frequent walks in the neighbourhood, I don=t see any substantial evidence that there is a lack of parking for residents off the street. The few apartment buildings seem to have contiguous parking for a number of residents. In a few cases, residents seem to have blocked off driveways or perhaps don=t wish to use a mutual driveway. These are individual problems which should be settled by the owners. Permit parking, in my experience, simply leads to more rules, more ticketing and more street parking. We shouldn=t be encouraging the proliferation of cars in the neighbourhood.

There are a few houses without adequate parking and permit parking would give licence for unnecessary street parking and restrict occasional use by guests. I have noticed little ticketing and would assume permit parking would only increase it.

(e)We are not in favour of having parking on one side only as the garbage and snow are packed up against the curb. It=s not fair to have parking on one side only.

(f)Parking works very well right now. No complaints are evident from any of my neighbours. Please do not change what already works. Permit parking is not appropriate on this street!

(g)Street permit parking would lead to decreasing the width of the road. Currently, Gloucester Grove is very busy with through traffic. Parking would decrease the flow and cause possible road hazards to many young students walking to school.

(h)I have never had trouble finding parking on my street. Those of us with friends and relatives of the Amore than 3-hour type@ would be severely inconvenienced.

Note: Our ill-conceived attempt to keep out two-thirds of the cars which are not local with one-ways has forced the remaining one-third of us to drive three times as far (past three times as many houses) to get home!
