22.POLL RESULTS: PROPOSAL FOR ON-STREET PERMIT PARKING ON LANARK AVENUE, BETWEEN OAKWOOD AVENUE AND WINONA DRIVE WARD 28, YORK-EGLINTON.

 Purpose:

 To show results of a poll conducted to determine majority interest regarding the above proposal.

 Recommendations:

For consideration and direction of York Community Council.

 Council Reference/Background/History:

 Clause No. 7(p) embodied in Report No. 2 of the York Community Council.

 York Community Council, at its meeting held on February 18, 1998, directed that residents be polled to determine interest in the implementation of on-street permit parking on Lanark Avenue, between Oakwood Avenue and Winona Drive.

 Comments and/or Discussion and/or Justification:

 The following is a breakdown of residents polled to determine majority interest in the above-mentioned proposal based on the number of replies returned:

 The following is an overall breakdown of responses, according to resident owners, non-resident owners and tenants:

 As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on Lanark Avenue, between Oakwood Avenue and Winona Drive.

Poll Results: Proposal for On-street Permit Parking on Lanark Avenue,

Between Oakwood Avenue and Winona Drive

Comments from Residents:

In Favour:

 (a)I would like to be given the opportunity of applying for one on-street parking space after which households without existing driveways have been accommodated. Thank you.

 (b)What concerns me as a resident of Lanark Avenue is the fact that I must go out of my way each time I enter my own street.

 This has been a major problem since new restrictions have been implemented. The one I refer to is the >No Right or Left-hand Turn= on Alameda Avenue between the hours of 9 a.m. to 7 p.m.

 This has created a frustrating problem for the residents, especially those on Lanark Ave. For example, if I=m coming off the Allan Rd., I have to make a left-hand turn on Oakwood Ave., then another left turn on Gloucester or Closely, another left on Alameda Ave. and finally another left to Lanark Ave. This roundabout way of getting home takes anywhere between fifteen to twenty minutes because of the heavy traffic in this area.

 Returning home from the opposite direction is not much better. There are similar restrictions on making right-hand turns coming north from Oakwood entering the above streets.

 I would like to suggest that a special permit be issued for the residents to enter their own street or make an exception to local traffic only. This would eliminate the problem of having to navigate through a maze before finally entering your own home.

 I hope that this problem can be addressed along with permit parking. I would appreciate any feedback on this matter.

 (c)I do hope the parking permits officers will tag the cars that are continuously parked on Lanark. Usually they are people from Eglinton Ave. that are parked all night and day. All service people have a hard time to find a spot to park.

 Not In Favour:

 (a)Created trouble for parking twenty-four ours in front of houses and visitor cannot park his or her car.

 (b)We=re not in favour cause in front of our house there=s a parking meter and we are bothered too much with all these people who litter in our yard with their empty bottle of juices, empty cups from Coffee Time and McDonald=s, peeling of fruit, all their tickets from scratching, condoms, empty bags from lunch. They just throw it in our yard. Every day when I get home, I=m so depressed and upset due to all the garbage and our place looks like we=re living in a slum.

 Mostly every day I have to pick up all their empty bottles of juices, even coffee cups. Children cannot do these kinds of things cause even though we=re new in this area I haven=t seen children playing on the sidewalk.

 One more thing I don=t like is those people who walk their dogs and they don=t pick it up or scoop it up. That=s made me sick to my stomach. I cannot stand to see all these things happen to my yard.

 I had spoken to a lot of people from your office and they were not pleased to speak up cause they cannot connect me to all the people, but they said they are not responsible. The last person I had spoken to is from the Operations Division at

394-2630 and I=m asking a big favour to him to put a garbage bin to recycle the garbage for those people who litter our place.

 I have spoken to Mr. John Romano and Mr. Shumelda and the street inspector of Lanark. Marilyn said she can=t do anything about it . I called for help, but if nobody will help us or even inspect the place, we will clean all this garbage every day, which is not fair to us.

 All these people with whom I spoke with told me that they can=t do anything and they can=t send nobody to be in the area for the whole day. That=s why I=m not in favour cause if you=ll help us, there will be no problem about these parking metres.

 Bottles can=t be blown by the wind to the other part of my yard all the time. There=s a broken bottle beside the sidewalk. If some people happened to get wounded by these broken bottles, maybe these people will blame us cause it happened in our area.

 I don=t care who parks in front of our house, but these people must not throw their garbage cause we don=t like to look like we=re dirty. I want our place clean and neat at all times.

 If you could come and inspect this place I could let you see all these bottles I=m picking up every day, especially on the weekend.

 Please try to have a bit of consideration regarding this matter.

 (c)After midnight, parking is not the problem in this area. It is persons parking on the street when shopping on Eglinton. Why don=t you have a survey on signage? It is impossible to even get to our residence due to the >No Left Turn= signs and >No Entry= signs just north of Lanark. Attempt to drive to my residence via Eglinton during business hours. Good luck!

 (d)I don=t see this as a problem; however, I have lived here for two years now and I have a lot of problems with access to surrounding streets which I use to get home because of the >No Entry 7-7= signs. I usually have to make a U-turn in the middle of Eglinton when exiting Allen. If not, it can take an extra ten to twelve minutes to turn one block (Oakwood). I wish the City would give us better access to the streets and lighten traffic on Eglinton.

 (e)There is more a parking problem during the day on Lanark and the laneway off Oakwood north of Lanark, not between 12 - 6 a.m..

 (f)i)If it ain=t broke, don=t fix it.

ii)It will cause problems for overnight visitors.

iii)We don=t have parking problems as is.

iv)$1000 revenue is ridiculous.

v)It will probably cost more in terms of administration and enforcement than it will pay.

 (g)I strongly do not agree because always the innocent people pay the price and not the guilty ones. Example: the 7:00 a.m. to 7:00 p.m. no right or left turn you implemented. Only the residents are paying the price by having a lot of problems to leave or enter the street every day and most of all, the danger. To enter the east side of Oakwood, the driver is forced to go to the west side street and cut through Oakwood to enter the east side street and that is very dangerous, especially for a young driver to cut through four lanes and only the residents are the ones to respect the rules. Every day, not ten, but hundreds of cars disobey the rule and do not get caught as there is hardly ever anyone to catch them.

The same thing will happen with the parking permit. You want to know who will pay? The residents and their guests, which are either family or friends. I and most of the residents strongly disagree. If you implement any other new or old rules, even though it is without our consent, make sure they are respected every minute of the day. People collecting welfare -- put them there to give tickets and a lot of money will be made. Please do not spend our tax dollars just by making signs, meetings, letters, street work, etc., etc., etc., and not getting them respected. You are only spending your paid time, but our precious time and most of all, our money.
