23.PROPOSAL FOR IMPLEMENTATION OF ON-STREET PERMIT PARKING ON RUSHTON ROAD, BETWEEN ST. CLAIR AVENUE WEST AND HUMEWOOD GARDENS, MAPLEWOOD AVENUE TO VALEWOOD AVENUE AND VAUGHAN ROAD TO WINDLEY AVENUE - WARD 28, YORK-EGLINTON.

 Purpose:

 To show results of a poll conducted of residents on Rushton Road, between St. Clair Ave. and Arlington Ave. re the above.

 Funding Sources, Financial Implications and Impact Statement:

 None.

 Recommendation:

 For consideration and direction of York Community Council.

 Council Reference/Background/History:

 Clause No. 7(q) embodied in Report No. 2 of the York Community Council.

 York Community Council, at its meeting held on February 18, 1998, directed that residents be polled to determine majority interest with respect to the above proposal.

 Comments and/or Discussion and/or Justification:

 The following is a breakdown of residents polled to determine interest in the above-mentioned proposal based on the number of replies returned:

 Conclusions:

 As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on Rushton Road, between St. Clair and Humewood Gardens, Maplewood Avenue to Valewood Avenue and Vaughan Road to Windley Road.

Proposal for Implementation of On-street Permit Parking on Rushton Road,

Between St. Clair and Humewood Gardens, Maplewood Avenue to

Valewood Avenue and Vaughan Road to Windley Avenue

 Comments from Residents:

 In Favour:

 (a)I am very happy with the above.

 (b)My biggest fear is that the street will become congested with cars.

 (c)I believe this would clear up our street and provide a few dollars for the City. Good idea.

 (d)I do not have an existing driveway and find it most frustrating when I have to park down or on the next street because there are no spaces available.

 Not In Favour:(a)I am very much against this proposal. Visitors complain of difficulty finding parking under present conditions. This proposal (24 hours, 7 days) would make it impossible for visitors to park on the street.

 (b)I am strongly opposed to on-street permit parking. All houses on this part of the street have shared or single driveways. No need for this and makes it difficult for visitors to find parking space.

 (c)I do not want to limit parking to residents. It means visitors have to leave by midnight. It keeps the neighbourhood closed. Neither is it in the interest of a vibrant community.

 I am not in favour of the proposal to implement on-street permit parking on the above-mentioned sections of Rushton Road. I do not want to limit parking after midnight only to residents. I am extremely inconvenienced when visitors come to my home and have to leave by midnight in order to respect parking regulations and not be ticketed. These social benefits apply to all the residents in the designated areas on Rushton Road.

 (d)I have lived at this address for fourteen years and have never had difficulty parking. There is no need to introduce permit parking. Why should I pay another fee?

 (e)There is no place for visitors if there is permit parking. I have a health problem and have to have someone stay over a few nights a month.

 (f)Why do you keep reviewing this? You got your answer ANo!@ last year.

 (g)Potential annual revenue of $1620.00 does not outweigh the goodwill of non-permit parking. Kindly leave well enough alone.

 (h)I do not want permit parking.

 (i)Implement a >No Parking Anytime= or 3-hour max. from Maplewood to Valewood.

 (j)The present system is working. I have a handicap and this would cause me severe problems. I do not wish to apply for handicap parking for personal reasons.
