24. PROPOSAL FOR IMPLEMENTATION OF ON-STREET PERMIT PARKING ON WELLWOOD AVENUE, BETWEEN RUSHTON ROAD AND

HUMEWOOD DRIVE - WARD 28, YORK-EGLINTON.

Purpose:

 

To show results of a poll conducted of residents on Wellwood Avenue, between Rushton Road and Humewood Drive, regarding a proposal to implement on-street permit parking.

Recommendation:

 

For consideration and direction of York Community Council.

 

Council Reference/Background History:

 

Clause No. 7(s) embodied in Report No. 2 of the York Community Council.

 

The York Community Council, at its meeting held on February 18, 1998, directed that residents on Wellwood Avenue, between Rushton Road and Humewood Drive, be polled to determine majority interest with respect to the above proposal.

The following is a breakdown of residents polled to determine interest in the above-mentioned proposal based on the number of replies returned.

Conclusions:

 

As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on Wellwood Avenue, between Rushton Road and Humewood Drive.

Proposal for Implementation of On-street Permit Parking on Wellwood Avenue,

Between Rushton Road and Humewood Drive

 

Comments from Residents:

 

In Favour:

 

(a) If this proposal is implemented, it will greatly facilitate parking on this street. At present, there are a number of residents who have adequate space for parking two cars in their driveway but choose to park one or even two cars on the street. One household brings their parents= automobile to park on this street because where they live (above 3 blocks from Wellwood Avenue) there is no parking on the street.

 

(b) Good idea!

 

Not In Favour:

 

(a) We feel we pay enough taxes and I don=t think I should pay for parking on my street. I haven=t paid for parking since I=ve been at my present address. I don=t think it should start.

 

(b) Our entire street is opposed to on-street permit parking. Please listen to us!

 

(c) We wondered why this matter was brought up again this year. Last year, the street (as a whole) turned down this proposal. Is there one voice receiving too much attention? We feel on-street permit parking is unnecessary for Wellwood Avenue. The majority of homeowners have private drives and their parking accommodations can be met this way. The homeowners with mutual drives (two homes) have amicable arrangements for dealing with their driveways.

 

We feel permit parking will encourage on-street parking, not discourage it. Thus, one of the reasons which we bought this home on this street and pay taxes for a wider lot is nullified by the desires of perhaps just one resident.

 

You will be receiving a petition signed by many of the residents on this street against permit parking. We hope it will be given very strong consideration and that all names on that petition be counted as a ANo Permit Parking@ vote.

 

Lastly, we would like a five-year moratorium on this subject. Every year is just too much.

 

(d) I share driveway with neighbour. Every other week my car is on the street.

 

(e) We (the residents) have gone through this before! If I wanted to buy a home on a street with >permit parking=, I would have bought in the Annex.

 

(f) We cannot have any of our relatives stay over at our home when they come to visit us from Ottawa, Montreal and Vancouver. We have a terrible time with the parking. We have a narrow mutual driveway with each owner having two cars each. We have four cars and one narrow driveway between the two houses

 

The following is a petition signed by the majority of residents who live on Wallowed Avenue who oppose implementing on-street permit parking. This is the second time in less than two years that the residents on this street have had the opportunity to send a petition of this nature to the Clerk=s Department. Our views have not changed. We urge the Community Council to respect our choice in this matter.

 

(Petition dated March 18, 1998, signed by twenty-nine residents was attached to this letter)

 

(g) We already voted on this and overwhelmingly rejected it just over a year ago. Why are you wasting our time and money going through this again?
