14.ALTERATION OF VARIOUS STREETS TO FACILITATE
1998 TRAFFIC CALMING MEASURES, Ward 27, York-Humber and
Ward 28, York-Eglinton.

Purpose:
To facilitate implementation of traffic calming measures on various streets, within Wards 27 and 28, representing York
Humber and York Eglinton, respectively.
Funding Sources, Financial Implications and Impact Statement:
A sum of $500,000.00 has been approved within the 1998 Capital Budget for traffic calming.
Recommendations:
That the City Solicitor be authorized to submit By-laws for alterations on the following streets to facilitate traffic calming:
(1)Alameda Avenue;
(2)Arlington Avenue;
(3)Atlas Avenue;
(4)Everden Road;
(5)Greenbrook Drive;
(6)Heath Street;
(7)Winnett Avenue; and
(8)Winona Drive.
Council Reference/Background History:
To facilitate those projects identified in the 1998 Capital Budget for traffic calming within Wards 27 and 28, representing
York Humber and York Eglinton, respectively.
Comments and/or Discussion and/or Justification:
The sum of $500,000.00 has been allocated within the 1998 Capital Budget for traffic calming, within both York Humber
and York Eglinton Wards.
These projects are a result of public initiatives within various communities, as outlined below:
Ward 28 - Neighbourhood Speed and Traffic Management Plan
City Council retained the services of Delcan Corporation to undertake a Neighbourhood Speed and Traffic Management
Plan, within the area bordered by Oakwood Avenue to the west, Eglinton Avenue West to the north, Everden
Road/Arlington Avenue to the east and Vaughan Road to the south.
The study was managed by a Traffic Task Force, represented by local area residents, transportation staff, the local
councillor and local businesses.
Developed within the final draft is four (4) individual neighbourhood speed and traffic management plans. These plans
vary from Aopen@ unimpeded access to and from the community to Avery restrictive@ completely eliminating non-local
vehicular traffic.
On September 11, 1997, an open house session was held with the community to present the four (4) neighbourhood speed
and traffic management plans for comment and criticism. Based on the written comments received it was concluded that no
changes were necessary to any one of the four (4) neighbourhood speed and traffic management plans.
As a result, a meeting was held with the local Councillors to discuss the advantages and disadvantages of each of the four
(4) individual neighbourhood speed and traffic management plans. Based on this meeting it was decided to proceed with
implementing only the common traffic calming measures featured within each of the four (4) neighbourhood speed and
traffic management plans. The common traffic calming measures being raised pedestrian crossings at nine (9) separate
intersections, representing Phase 1 of the overall neighbourhood speed and traffic management plan.
Included also, is a request to enhance pedestrian safety within the intersection of Heath Street and Tweedsmuir Avenue. As
a result of our review, we are recommending raising the pedestrian crossings on each of the four approaches within the
intersection to improve and enhance pedestrian safety.
Ward 27 - Completion Traffic Calming Plan
The residents of Greenbrook Drive between Keele Street and Trethewey Drive developed a traffic calming plan, which was
approved by Council and partially implemented in 1997. The traffic calming plan includes road narrowings, with speed
regulator humps at strategic locations along Greenbrook Drive between Keele Street and Trethewey Drive.
Conclusions:
Based on the fact that these neighbourhood speed and traffic calming plans involved an extensive development and
consultation process within each individual community we, therefore, recommend that the various traffic calming measures
approved on each of the individual streets be implemented.
