15.REQUEST FOR ALTERNATE SIDE PARKING ON BLANDFORD STREET

Commissioner Operations Services, York Civic Service Centre

(June 5, 1998)

Purpose:

Councillor Joe Mihevc is requesting a report on the feasibility of implementing on-street alternate side parking on Blandford Street.

Funding Sources, Financial Implications and Impact Statement:

None required.

Recommendations:

That alternate side parking is not practical and therefore not recommended on Blandford Street between Rogers Road and Hanson Road.

Council Reference/Background History:

Councillor Joe Mihevc by memo dated May 11, 1998, is requesting a report on the feasibility of implementing on-street alternate side parking on Blandford Street.

Comments and/or Discussion and/or Justification:

Blandford Street traverses in a north/south direction, between Rogers Road and Hanson Road, providing one-way vehicular traffic flow in a southbound direction.

Currently on-street parking on Blandford Street is legally permitted on the east side, exclusively. The parking duration is a signed maximum one (1) hour limit, during the hours 8:00 a.m. to 6:00 p.m., with an unsigned maximum three (3) hour limit for all other times, except during the hours 12:00 midnight to 6:00 a.m. when on-street permit parking is in effect for only those vehicles displaying a valid permit stating Blandford Street.

Field surveys reveal there is a total complement of sixteen (16) and six (6) curbside parking spaces available on the east and west sides of Blandford Street, respectively.

Conclusions:

As the field survey reveals, alternate side parking is not practical on Blandford Street between Rogers Road and Hanson Road, due to the disproportionate number of legal curb side parking spaces on the east versus the west side of the street, being sixteen (16) and six (6), respectively. More importantly, at the present time the total complement of parking permits are sold.

(Communication dated May 11, 1998, addressed to York Community Council, from Councillor Mihevc.)

Re: Alternate side parking on Blandford St.

Constituents on Blandford St. are requesting alternate side parking on their street to will alleviate street usage problems such as street cleaning and other seasonal operations activity.

I am requesting that staff poll the residents of Blandford St. regarding alternate side parking and report back to Community Council with their findings.

Thank you for your attention to this matter.
