3.POLL RESULTS: (1) PROPOSAL TO REVERSE ON-STREET PERMIT PARKING FROM THE NORTH SIDE TO THE SOUTH SIDE OF

LAMBTON AVENUE, BETWEEN CLIFF STREET AND ARNOLD AVENUE;

(2) PROPOSAL TO IMPLEMENT ALTERNATE SIDE PARKING

 Purpose:

 To provide results of a poll conducted of residents on Lambton Avenue (municipal addresses 26 to 68 on the north side and municipal addresses 41 to 83 on the south side) regarding the above proposals.

 Council Reference/Background/History:

 Clause (l) embodied in Report No. 1 of the York Community Council at its meeting held on January 21, 1998.

 The York Community Council directed that residents be polled to determine majority interest with respect to the above proposals.

 Comments and/or Discussion and/or Justification:

 The following is a breakdown of residents polled and the responses received:

 ***Six poll forms were returned from resident owners; however, none included a response to this question. All were brought into our office by one resident and all were completed in the same manner. Responses were provided for the first proposal only. In two instances where responses had been provided for the second proposal, answers were subsequently crossed off and initialled.

 Conclusions:

 As noted above:

 i)The majority of residents are equally in favour and opposed to the proposal to reverse on-street permit parking from the north side to the south side of Lambton Avenue, between Cliff St. and Arnold Ave.

 ii)The majority of residents are opposed to the proposal to implement alternate side parking.

 Appendix 1

 Comments from Residents:

 (a)It will be pleasant to be able to take my car out without some vehicle parked over it, making it very difficult to exit. I also do not approve of large trucks parked days at a time. That is not parking; that is making it a permanent place to remain. That is not a considerate attitude.

 (b)It would be nice to have our driveway cleared of snow or the street cleaned instead of see them go down the middle of the road. I think we deserve a break after 48 years.

 (c)We are in favour of whatever makes everyone happy. If they want to change parking to the south side, we have no objections. Good luck.

 (d)I don't want anyone to park in front of my driveway.

 (e)Four new houses next to 38 Lambton Ave. has cut down spaces for parking. I would like to see Cashman Cres. opened for visitor parking. Cliff and Arnold has parking. Why not Cashman Cres.? We also lost about seven parking spaces in the back where the new houses went up for tenants in 38 Lambton.

 (f)The above votes are on behalf of all tenants (25 units) of the above address. Parking on the south side of Lambton Ave. is severely restricted for us because of Cashman Cres.. Please do not change parking arrangements.

 (g)Even though I do not have a car, I am not really in favour because I was witness to a couple of near accidents when people illegally parked on the south side between Cashman and Cliff (there were two houses being built across the road). Because people have the habit of parking (squeezing in) as close to a corner as possible, it blocks the view of the side streets and since there are the three side streets, Cliff, Cashman and Arnold, there are more chances of (near) accidents. I would suggest extending the parking spaces to include the spaces beyond the existing spaces; i.e.: between the number 26 through 68 to include between at least 22 through to Guestville Ave. or even beyond since there are no side streets to worry about. Also make the enforcement of no trucks like cube vans or bigger than pickups be allowed to park on the street since these block the vision of people who have driveways and are unable to see cars coming when they try to back out of their driveways. As for street cleaning, I suggest doing it during the day when there are fewer cars parked or on the days they want to clean to have posted certain days (permanent days a week) when they can park on the south side for that day only so the cleaners can go through and notify (post permanent signs) for this information.

 I am only one voice but I hope you will take all this into consideration.

 (h)We are residents of Lambton Ave. for 16 years and it is time to make it fair. Alternate parking should be all year around. Our north side is never cleaned because of 24-hour parking.

 (i)At least 50% of the cars parking on the street are from the houses on the south side; therefore, I think it is only fair that we alternate. There are also more parking spots on the south side of the street (so I am told). At the moment, it is very difficult to get a parking spot, even with a sticker. Therefore, parking on the south side will give us more parking spots.

 (j)The reason for this idea has nothing to do with fire hall or crosswalk safety! The older man at (address on file in the Clerk's Office) stated to me his reason was because he could not see past parked cars when backing out of his driveway. Everyone has the same problem to some extent. This whole idea is ridiculous!

 (k)The resident who is so concerned about safety has been complaining ever since parking permits were issued, even though he goes south for the winter months. I think trucks are his big problem.

 (l)We have a mess on Lambton already. Cars blocking driveways, parking in 'No Parking' areas near crosswalk all day, especially weekends. Maybe a few tickets might help this problem. We all know this is a problem, but do not think proposals one or two will help at all. Let's 'avoid' accidents at all cost, not cause them.

 (m)We are not hurting anyone by parking on the street. Where should we go to park? This is God-given earth and people have to pay for it and we still get a fight. We are not living or parking for free. We are paying. Where should we go, in the lake?

 P.S. (Address on file it the Clerk's Office) does not live in country for seven months out of the year.

 (n)I am paying to park on the street. I am not parking in someone's garage or driveway. The road belongs to the government, not property owner. If everyone that is paying for parking stops, the government will lose all that money and force property owners to sell their home and move elsewhere.

 (Address on file in the Clerk's Office) does not reside in Canada from October to April.

 (o)In all the years I have lived at (address on file in the Clerk's Office), there has never been an accident involving the fire trucks or at the pedestrian crossing (safety is not an issue).

 The safety of my children is assured right now because they do not have to cross the street to get to and from my car. If the change is implemented, you are endangering their lives, especially when having to help with groceries or carrying hockey equipment, etc. I have one last thing to say: If it ain't broke, don't fix it!
