15.POLL RESULTS: PROPOSAL TO IMPLEMENT ON-STREET PERMIT PARKING ON THE SOUTH SIDE OF VAUGHAN ROAD BETWEEN NORTHCLIFFE BOULEVARD AND ITS WESTERLY TERMINUS,

Ward 28, York-Eglinton.

 Purpose:

 To show results of a poll conducted of residents on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus, regarding the above proposal.

 Funding Sources, Financial Implications and Impact Statement:

 None.

 Recommendations:

 For consideration and direction of York Community Council.

 Council Reference/Background/History:

 Clause 7(c) embodied in Report No. 2 of the York Community Council and Clause 14(n) embodied in Report No. 4 of the York Community Council.

 York Community Council, at its meeting held on April 1, 1998, directed that residents on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus be polled for comments regarding this matter.

 Comments and/or Discussion and/or Justification:

 The following is a breakdown of residents polled based on the number of replies returned:

 Conclusions:

 As noted above, the majority of residents, based on the responses received, are in favour of the proposal to implement on-street permit parking on the south side of Vaughan Road between Northcliffe Boulevard and its westerly terminus.

  APPENDIX 1

 Comments from Residents:

 Not in Favour:

-We strongly disapprove of this idea for many reasons; number of seniors in the area, school entrance area, number of emergency vehicles, snow clearance, etc. If the City unwisely chose to dispense 26 permits for 16 spaces, why should we be the scapegoats? The apartments should create own parking or rent with no parking available.

-There is a school entrance on Vaughan Road, children run out from between cars and for this reason, we fought hard to have no parking on the south side.

 -Pay taxes, parking on south side is dangerous for kids in school as the south side of Vaughan faces school yard. Should have the right to park on the street regardless if I own a driveway or not. It is discriminatory.

 -I am a resident of St. Hilda's Towers and find that visiting relatives cannot find parking. Can you give St. Hilda's parking cards for certain spaces at certain times? WE need our contacts with the outside world as many here are housebound.

 -Some effort should be made to secure adequate casual, short term parking for the 500 residents of St. Hilda's Towers.

 In Favour:

 -Not only permit parking, but open access during the day. At least as far as the St. Hilda's parkette across from 795 Vaughan - too many visitors to 800 Vaughan daily.

 -This service is needed badly. Visitors to apartment house have no special parking.

 -As a 3 vehicle family, I would hope for an opportunity to purchase a permit. Additional permit parking is long overdue on Vaughan Road.

 -Some cars with permits would move during the day to allow parking for visitors to St. Hilda's and is also an extra source of revenue.

 -Excellent idea - finally! I've lived at this location since 1976 and find it impossible a lot of times to obtain a parking space. I do have a parking permit but can't get a parking spot most of the time. More parking tickets should be issued to vehicles that do not have a permit, during night and day time.

 -There's not many parking spaces on Vaughan Road therefore having to park on the south side would be an improvement from getting tickets.

 -I have been using parking permits for the last 4 or 5 years and at times it is impossible to get parking on the north side. With this in mind, I support the new parking.

 -Never any parking in the area - not fair to tenants and their visitors.

 -Some tenants in our building require space to park on the street, as there is insufficient parking in our garage.

-I do agree with the plan. I do not agree with the gentleman (address withheld) who parks on the street when he has his own driveway, including a wheelchair card. He has no other car in the driveway.

 -There is not much traffic, but large parking problems as Vaughan Road is mainly a residential street in this region.

 -Not enough parking space for these apartments. There's not even enough space for visitor's parking and there's too many vehicles getting tickets.

 -Hopefully, this will also provide additional daytime parking for visitors of the seniors at St. Hilda's Towers.

 -The sooner the better. Some people have driveways and still have on-street permits.

 -This is long overdue. Overnight parking spaces are very limited.

 -I am a permit holder who works the midnight shift. Most nights I cannot get a proper spot close to my home. I would welcome being allowed to park on either side of the road.

 -I think it's a very good idea. There really isn't enough parking for people who have no other place to park. People take up parking even when they have a driveway.
