22.POLL RESULTS: PROPOSAL FOR IMPLEMENTATION OF ON-STREET PERMIT PARKING ON HOLMESDALE CRESCENT, BETWEEN

ENNERDALE ROAD AND HOLMESDALE ROAD, Ward 28, York-Eglinton.

Purpose:

To show results of a poll conducted of residents on Holmesdale Crescent, between Ennerdale Road and Holmesdale Road, regarding a proposal to implement on-street permit parking.

Funding Sources, Financial Implications and Impact Statement:

None.

Recommendations:

For consideration and direction of York Community Council.

Council Reference/Background/History:

Clause No. 14(o) embodied in Report No. 4 of the York Community Council.

The York Community Council, at its meeting held on April 1, 1998, directed that residents on Holmesdale Crescent, between Ennerdale Road and Holmesdale Road, be polled to determine interest in the implementation of on-street permit parking.

Comments and/or Discussion and/or Justification:

The following is a breakdown of responses received, based on the number of replies returned:

No. of Replies Received:10 or 16%

No. of Replies In Favour:7 or 70%

No. of Replies Not In Favour:3 or 30%

The following is an overall breakdown of responses, according to resident owners, non-resident owners and tenants:

Conclusions:

As noted above, the majority of residents, based on the responses received, are in favour of the proposal to implement on-street permit parking on Holmesdale Crescent, between Ennerdale Road and Holmesdale Road.

Poll Results: Proposal for Implementation of On-Street Permit Parking

on Holmesdale Crescent, Between Ennerdale Road and Holmesdale Road

Comments from Residents:

In Favour:

(a)I have a single-car driveway and two cars. I am sick and tired of paying for parking tickets. Please, I need a parking permit.

(b)Hope this will be enforced better than the three-hour parking by-law and front yard parking. Anything goes on this street!

(c)Good idea!

Not In Favour:

(a)Takes away 'liberty' of residents - gives feelings of a stranger in their own home. The things are so peaceful on street. No change is necessary.

(b)This proposal is highly unfair! i) Our street has smaller houses with single driveways. Consequently, we are tired of being boxed in by parked cars; ii) Cars are parked so close to our entrance that the waste collectors often go by our houses leaving waste on the curb. Last time, the blue box was left full on June 19, 1998; iii) If you insist on passing this proposal, parking should be divided equally on both sides of the street; iv) As a taxpayer, I suppose our displeasure should be taken into consideration.

(c)I do not wish permit parking because people already park too close to my driveway and block my passage out.
