2.POLICY DIRECTIONS: HARMONIZING ANIMAL CARE
AND CONTROL LEGISLATION.
Interim Contact, Board of Health for the City of Toronto Health Unit

Recommendations:
The Board of Health at its meeting on September 15, 1998:
(1)Adopted the report (September 1, 1998) from the Medical Officer of Health
recommending:
(i)that this report be forwarded to each community council for further consultation on
October 23, 1998;
(ii)that the Board of Health give consideration to holding a special meeting in mid-November
to hear deputations on draft animal care and control legislation;
(2)adopted the joint report (August 26, 1998) from the Medical Officer of Health and City
Solicitor recommending that the attached be forwarded to the Community Councils for
consideration at their meetings on October 14, 1998 and that the recommendations from those
meetings be forwarded to the Board of Health by October 23, 1998.
(Copies of the reports referred to in the foregoing communication, were forwarded to all
Members of Council with the agenda of the York Community Council meeting of October 14,
1998 and a copies thereof are on file in the Clerk's Department, York Civic Centre.)

I am enclosing for your information and any attention deemed necessary, Clause No. 1
contained in Report No. 7 of The Community and Neighbourhood Services Committee,
headed "Uniform Policy for Leashed and Unleashed Dogs in Parks", which was adopted as
amended, by the Council of the City of Toronto at its meeting held on July 29, 30, and 31,
1998.
May I draw to your particular attention the request that the Community Councils, when
holding public hearings on possible amendments to the Animal Control in October, 1998, hear
deputations on the uniform policy for leashed and unleashed dogs in City parks; and that the
outcome of such hearings on this issue be forwarded to the Board of Health and Economic
Development Committee.

Committee, referred to in the foregoing communication, was forwarded to all Members of
Council with the agenda of the York Community Council meeting of October 14, 1998 and a
copy thereof is on file in the Clerk's Department, York Civic Centre.)
York Community Council also had before it the following:
August 13, 1998 from George F. Evens, Managing Director (CLAW) Creature, Land, Air,
Water Advocacy providing an outline of his organization and the work it has carried out in an
effort to prevent the unnecessary killing of animals; to promote the humane and
compassionate care of animals; attaching a copy of a Proclamation by the City of Surrey, B.C.
declaring the month of August, 1998 as National Homeless Animal Month; and copies of
newspaper articles on the passing of a by the City of Surrey enforcing birth control for the
city's cat population.
