3.REQUEST FOR BARRIER AT SMYTHE PARK, Ward 27, York-Humber.

In follow up to my memo dated, September 17, 1998, requesting consideration of a
communication dated, September 16, 1998, from the Roseland Ratepayers' and Residents'
Association regarding safety concerns stemming from Smythe Park, I would also like to
request to have the following persons appear as deputants at the said meeting of Community
Council regarding this matter:
Sgt. Paul Hogg, No. 12 Division, Toronto Police Department
Mr. Jack Lund, Vice-President, Roseland Ratepayers' and Residents' Association
Also, would you advise my office when the arrangements have been confirmed.

Would you please have the attached communication dated September 16, 1998, from the
Roseland Ratepayers and Residents' Association, placed on the agenda for consideration at
the next meeting of the York Community Council scheduled on October 14, 1998.
I have requested both K. Dickin and C. Ng to report on the feasibility of installing such a
barrier and have asked that their reports be forwarded to the same meeting.

At our executive meeting on September 15, our Vice-President, Jack Lund moved a motion to
erect a barrier at the Scarlett Road entrance to Smythe Park.
The motion was seconded by Carmen Conley and was passed unanimously. During the
"question for discussion", it was established young adults were drinking, smoking, racing,
breaking beer bottles and phantom dumping in Smythe Park at night.
It is requested that this barrier be locked at 10:00 p.m. and opened at 7:00 a.m.
We would appreciate your assistance in this matter.
