(a) Community Council Briefing.

 

The East York Community Council reports having received presentations from the following regarding the programs and services under the responsibility of the Community Council:

 

- Ms. Virginia West, Acting Executive Commissioner;

 

- Mr. Chuck Loopstra, East York Solicitor;

- Mr. Rick Tomaszewicz, Commissioner of Development Services;

 

- Mr. Don Boyle, Acting Commissioner of Parks, Recreation and Operations;

 

- Mr. John Thomas, Director of Engineering and Transportation Services;

 

- Mr. Harold Bratten, Interim Functional Lead, By-law Enforcement, and Director of Building and By-law Enforcement; and

 

- Mr. David Oikawa, Director of Planning.

 

(b) Status of Current Development Applications: East York Area.

 

The East York Community Council reports having received the following report:

 

(January 6, 1998) from the Commissioner of Development Services advising of the status of current development applications under consideration for the East York area, and recommending that the aforementioned report be received for information.

 

(c) East York Community Council Political Structure.

 

The East York Community Council reports having:

 

(1) recommended to the Special Committee to Review the Final Report of the Toronto Transition Team, the following:

 

(i) a joint evening meeting of the East York Community Council and the Special Committee to Review the Final Report of the Toronto Transition Team be scheduled to permit the East York community an opportunity to express its views regarding political representation in East York;

 

(ii) the Chief Administrative Officer and the City Solicitor be requested to report to the aforementioned joint evening meeting on the process and legal options available to the City Council to establish a third political representative for Ward One, East York; and

 

(iii) the aforementioned meeting be scheduled at a time which is acceptable to the Special Committee to Review the Final Report of the Toronto Transition Team; and

 

(2) received the following communication (January 19, 1998) from Ms. Margaret Simpson:

 

(January 19, 1998) from Ms. Margaret Simpson, East York, requesting an evening information session to allow East York residents to debate and discuss the meaning and details of the process to increase the political representation for Ward One, East York.

The following persons appeared before the East York Community Council in connection with the foregoing:

 

- Ms. Margaret Simpson, East York, Ontario;

- Mr. Steven Hellebust, East York, Ontario;

- Ms. Susan Kaufman, East York, Ontario;

- Mr. Brian Barron, East York, Ontario;

- Mr. John Papadakis, East York, Ontario; and

- Ms. Judith Ramsay, East York, Ontario.

 

(d) Agreement with Bell Canada with Respect to

Commercial Advertising on Telephone Booths.

 

The East York Community Council reports having:

 

(1) advised the Urban Environment and Development Committee that it has endorsed the position of the Council of The Corporation of the Borough of East York whereby the Borough Council authorized entering into an agreement with Bell Canada with respect to advertising on telephone booths and sharing revenue from such advertising until December 31, 1998, in accordance with Minute No. 3.468, 1997; and

 

(2) received the following communication (January 13, 1998) from the City Clerk, regarding Bell Canada telephone booth advertising:

 

(January 13, 1998) from the City Clerk, inviting members of the Community Council to appear before the Urban Environment and Development Committee at its meeting on Monday February 9, 1998, regarding illuminated commercial advertising on telephone booths.

 

(e) Budget and Reporting Relationship of the

East York Local Architectural Conservation Advisory Committee

and the Don Valley Brickworks.

 

The East York Community Council reports having:

 

(1) directed that the Acting Executive Commissioner for Community and Neighbourhood Services and the Acting Executive Commissioner for Urban Development Services be requested to report to the East York Community Council meeting to be held on February 18, 1998, on the following:

 

(i) the future role, budget and reporting relationship of the East York Local Architectural Conservation Advisory Committee and the future status of properties formerly designated by The Corporation of the Borough of East York; and

 

(ii) the future budget, reporting relationship and status of the Steering Committee for the Don Valley Brickworks; and

 

(2) received the following communication from Mr. John Carter:

 

(January 21, 1998) from Mr. John Carter, East York, raising questions on the budget and reporting relationship of the East York Local Architectural Conservation Advisory Committee, the Don Valley Brickworks and the Goulding Estate.

(f) Meeting Hours of the East York Community Council.

 

The East York Community Council reports having received the deputation of Ms. Donna Lynn-McCallum.

Ms. Donna Lynn-McCallum, East York, appeared before the East York Community Council in connection with the meeting hours of the East York Community Council.

 

(g) Enforcement Issues in Relation to the

Parking Pad Located at 745 Sammon Avenue.

 

The East York Community Council reports having:

 

(1) requested the Acting Executive Commissioner for Urban Development Services to report to the East York Community Council meeting on February 18, 1998, on enforcement issues in relation to the parking pad located at 745 Sammon Avenue; and

 

(2) directed the Acting Executive Commissioner for Urban Development Services to request APCOA Parking Limited to cease enforcement action at 745 Sammon Avenue, pending East York Community Council=s consideration of this matter.

Mr. Roger Hart, East York, appeared before the East York Community Council in connection with the parking pad located at 745 Sammon Avenue.

 

(h) Toronto Transition Team's Recommendation to Move

to Single Member Wards for the Next Term of Council.

 

The East York Community Council reports having deferred consideration of the following communication (January 15, 1998) from the City Clerk, to allow for further discussion, community input and clarification of the proposed process with respect to the Toronto Transition Team=s recommendation to move to single member wards for the next term of Council which begins in the year 2001:

 

(January 15, 1998) from the City Clerk, asking the Community Council to consider the proposal for one Councillor per ward representation.
