 BY-LAW NUMBER

  to designate the Miller Lash Estate

Part of Lot 9, Concession 1, Plan 66R-17696

under the Ontario Heritage Act

as being of historical and architectural value

   WHEREAS the Ontario Heritage Act, R.S.O. 1990, Chapter O.18 as amended, authorizes the Council of a municipality to enact by-laws to designate real property, including all the buildings and structures thereon, to be of historical and architectural value or interest;

 AND WHEREAS the Council of the City of Toronto has caused to be served upon the owners of the lands and premises known as the Miller Lash Estate property more particularly denoted in Schedule "A" hereto and upon the Ontario Heritage Foundation notice of intention to so designate the aforesaid real property and has caused such notice of intention to be published in a newspaper having a general circulation in the municipality once for each of three consecutive weeks;

 AND WHEREAS the reasons for designation are set out in Schedule "B" hereto;

 AND WHEREAS no notice of objection to the said proposed designation has been served upon the Clerk of the municipality;

 THEREFORE THE COUNCIL OF THE CITY OF TORONTO ENACTS AS FOLLOWS:

 1.The real property, more particularly described in Schedule "A" hereto, known as the Miller Lash Estate, is hereby designated as being of historical and architectural value or interest.

 2.The City Solicitor is hereby authorized to cause a copy of this by-law to be registered against the property described in Schedule "A" hereto in the proper Land Registry office.

 3.The City Clerk is hereby authorized to cause a copy of this by-law to be served upon the owner of the aforesaid property and upon the Ontario Heritage Foundation and to cause notice of this by-law to be published in a newspaper having general circulation in the City of Toronto.

SCHEDULE "B" TO BY-LAW

 REASONS FOR THE DESIGNATION OF "THE MILLER LASH ESTATE"

The Miller Lash Estate, also known as the McLean House, is recommended for designattion for historic and architectural reasons.

 Historically, the 1913-1914 dwelling was built as the home of Miller Lash, a prominent businessman and director of several Canadian and foreign companies. The unique country villa stands as a landmark in the Highland Creek Valley and sits prominently atop a small knoll overlooking the Highland Creek Valley just north of the historic old Kingston Road.

 Architecturally, the solid masonry quasi-bungalow style dwelling is believed to have been built and designed by American architect, Edward B. Greene of New York. The exterior walls are made of poured concrete, embedded on the exterior face smooth field/river stones gathered from the surrounding valley. This type of domestic construction is unique in Scarborough and is likely one of the earliest structures of its type in the Toronto area. The bungalow style structure also shows influence of the Arts and Craft Movement and includes: exposed, decorative, black walnut beams, tiled roof and hall skylights.

 To the north of the main dwelling, below the knoll, lies a large stone structure believed to have been used originally as an icehouse. This building should also be included in the proposed designation.

 To the west, a swimming pool (now filled in) and changing rooms are much later addititions to the property and are not included in the reasons for designation. Other buildings in the surrounding valley are also excluded from this proposed designation.

 If approved by Council, designation would include only the main dwelling and adjacent icehouse, together with the surrounding knoll.
