Tree Removal - 12 Armstrong Avenue (Davenport)
The Toronto Community Council recommends that City Council issue a permit for
tree removal conditional on i) the issuance of a building permit for garage construction
and ii) the applicant agreeing to plant a replacement tree to the satisfaction of the
Director of Development and Support.
The Toronto Community Council submits the following report (August 24, 1998) from

Purpose:
An application for a permit to remove one tree on private property in order to permit the
construction of a garage at the rear of 14 Armstrong Avenue has been filed by Mr. Victor
Hipolito, Ambient Designs Limited, 1579 Dupont Street, Toronto, Ontario, M6P 3S5, agent
for the owner of 14 Armstrong Avenue. The owner's authorization form has been signed by
the owner's of 12 Armstrong Avenue and accompanies the application for tree removal.
Recommendations:
Either 1 or 2 below.
(1)Refuse to issue a permit to remove the tree.
(2)Issue a permit for tree removal conditional on i) the issuance of a building permit for
garage construction and ii) the applicant agreeing to plant a replacement tree to the
satisfaction of the Director of Development and Support.
Comments:
The tree in question is a fifty centimetre diameter Ailanthus altissima in fair condition. The
tree is located at the rear of the property close to the property line with 14 Armstrong
Avenue. The proposed construction of a garage would have a significant impact on the root
system of the tree and would likely result in the decline of the health of the tree. If the tree is
to remain, an alternative would be to construct a carport on piers thereby minimizing any
impact construction activity would have on the health of the tree. This tree is one of only a
few mature trees in the area and its removal would have an impact on the tree cover in the
neighbourhood.
A notice of application sign was posted on the property for the required 14 day posting
period, in order to notify the neighbourhood and provide an opportunity for objection to the
application. No written objections were received in response to the application to remove the
tree in question. The owner of 12 Armstrong Avenue has submitted a letter that
accompanies the application stating that they are not opposed to tree removal provided the
applicant plants a replacement tree to their satisfaction.
