To adopt Amendment No. 1018 of the Official Plan for the
former City of Scarborough
WHEREAS authority is given to Council by the Planning Act, R.S.O. 1990, c.P. 13, as
amended, to pass this By-law; and whereas Council of the City of Toronto has provided
adequate information to the public and has held at least one public meeting in accordance with
the Planning Act;
The Council of the City of Toronto HEREBY ENACTS as follows:
1.Amendment No. 1018 of the Official Plan of the (former) City of Scarborough, consisting
of the attached maps designated Schedule "I" and "II", is hereby adopted.

AMENDMENT NO. 1018 TO THE OFFICIAL PLAN
OF THE
(FORMER) CITY OF SCARBOROUGH
DESIGNATION OF A NEW ROAD
ELLESMERE EMPLOYMENT DISTRICT
The following Maps designated Schedule "I" and "II" constitutes Amendment No. , being an
amendment to Schedule "A", Land Use Plan, and Schedule "C", Roads Plan of the Official
Plan. The sections headed "Purpose and Location", and "Basis" are explanatory only, and
shall not constitute part of this amendment.
PURPOSE AND LOCATION:
The purpose of this amendment is to identify a new road connection linking the eastern
terminus of Metropolitan Road to Warden Avenue through Continental Place, as shown on
Schedules "I" and "II".
BASIS:
The only means of access from Warden Avenue and Highway 401 to most of the properties in
this portion of the Ellesmere Employment District, which include a major distribution
terminal, offices, industrial uses and a hotel, is via Metropolitan Road. While signalized, the
Warden/Metropolitan intersection is heavily used throughout the day and particularly during
peak periods.
There is an opportunity to improve the local road pattern and provide an alternative for local
traffic in this employment district by connecting Metropolitan Road to Warden Avenue via
Continental Place to the south. A substantial portion of the lands required are already owned
by the City of Toronto.
In addition, such a road would create additional frontage to abutting properties, providing the
potential for on-site circulation improvements and particularly for enhancing potential for the
intensification or redevelopment of these properties. Such improvements will have attendant
business benefits enhancing the City of Toronto economy.
OFFICIAL PLAN AMENDMENT:
A.The Ellesmere Employment District Land Use Plan Map is amended by indicating a
"Proposed Road" connecting the eastern terminus of Metropolitan Road to Warden Avenue
via Continental Place, as shown on the attached Schedule "I".
B.Schedule "C" of the Official Plan (Roads Plan) is amended by adding a new 23 m
north-south road allowance connecting the eastern terminus of Metropolitan Road to Warden
Avenue via Continental Place, as shown on the attached Schedule "II".
