Parking Prohibition on Kingston Road Service Road
Ward 13 - Scarborough Bluffs
The Scarborough Community Council recommends the adoption of the following report
(October 27, 1998) from the Director of Transportation Services, District 4:
Purpose:
To investigate the need to impose a parking prohibition on the south side of Kingston Road
Service Road, east of Duncombe Boulevard.
Funding Sources, Financial Implications and Impact Statement:
The $150.00 (approximate) funds associated with the installation of the parking prohibition
signs are available in the Transportation Services 1998 Budget Account No.
20000-70200-72260.
Recommendations:
It is recommended that:
(1)the no parking regulation identified in Appendix 1 of this report be adopted; and
(2)the appropriate by-law be amended accordingly.
Council Reference/Background/History:
Transportation Services received a request from the Momiji Health Care Society, 3555
Kingston Road, for a parking prohibition on the south side of Kingston Road Service Road,
east of Duncombe Boulevard. The specific complaint was with regard to the sight line
problems created for motorists exiting form the easterly driveway of the complex when
vehicles are parked on the south side of the road.
Comments and/or Discussion and/or Justification:
The Momiji Health Care Society is located on the southwest corner of Kingston Road Service
Road and Duncombe Boulevard, east of Markham Road. Occasionally vehicles park an the
south side of the roadway in the vicinity of the easterly driveway and impede sight lines for
exiting motorists. Installation of a parking restriction on the south side to a point 37 metres
east of Duncombe Boulevard would only eliminate 2 or 3 parking spaces.
Conclusions:
A parking prohibition is recommended in front of Momiji Health Care Society to discourage
vehicles from parking in the area of the driveway which will afford an adequate sight line for
residents and visitors exiting from the easterly driveway.
