Subject:Staffing Process - Commissioner, Corporate Services and Commissioner, Urban Planning & Development Services

Purpose:

This report outlines the process which has commenced to fill the senior executive positions of Commissioner, Corporate Services and Commissioner, Urban Planning & Development Services.

Funding Sources, Financial Implications and Impact Statement:

Funding to retain an executive search consultant to support the recruitment process can be provided through the approved 1999 departmental current budgets.

Recommendation:

It is recommended that the report of the Chief Administrative Officer on the staffing process to fill the two vacant Commissioner positions be received for information.

Background:

As a result of recent discussions concerning this matter, the following process will ensure fairness and equity, consistency, rigour and thoroughness and expedite the appointment of the best available candidates.

Corporate Services and Urban Planning & Development Services are complex departments, and successful management at the senior executive level is critical to meeting Council's objectives related to the effective delivery of programs and services to the taxpayers and other stakeholders and to the success of the other City operations.

The executive search consultant will provide support in the overall staffing process and directly to the Selection Committee appointed by Council as follows:

Support to Overall Staffing Process

-develop a position profile confirming core competencies, and relevant selection criteria

-initiate a concurrent internal/external (national) job search

-identify/contact additional high quality candidates using targeted market analysis and search experience

-screen applicants and prepare a medium list of candidates, meeting with the CAO and external panel of experts to identify a short list of candidates. First round interviews will be conducted as appropriate to identify a short list of candidates for consideration by the Selection Committee

Support to the Selection Committee

-coordinate Selection Committee interviews. Selection Committee (Mayor, Deputy Mayor, ¼ ., along with CAO) will interview short list of candidates. All members of the Committee will participate in the interview of each candidate.

-reference checking of finalist candidates

-negotiate based on direction, salary and other terms and conditions of employment with selected candidate

The name of the selected candidate will be brought forward for ratification by Council.

The proposed process is consistent with the best practices in human resources recruitment and selection.
