Subject:Conditions of Employment - Council Staff Members - Update
Purpose:
To provide a status update on the salary survey conducted by the HayGroup Management Consultants for the position of
Executive Assistant and Constituency Assistant.
Recommendation:
That this report be received for information.
Background:
City Council at its meeting held on July 27, 28, 29 and 30, 1999 adopted the recommendation from the Administration
Committee (Report No. 2, Clause 3) that the HayGroup Management Consultants be authorized to determine a rate of pay
for the positions of Executive Assistant and Constituency Assistant through a salary survey of similar political positions
from other municipalities and levels of government. .
Comments:
Following Council approval, Human Resources staff met with representatives of HayGroup. HayGroup also consulted with
the designated representatives from Council staff.
A salary and benefits survey questionnaire was developed by HayGroup and forwarded to public sector organizations
including the Federal government, Provincial governments, large Regions in Ontario and large Canadian Cities.
As of September 22, 1999 there were only two respondents. The short timeframe over the summer vacation period was a
significant factor in the low respondent rate. HayGroup is in the process of following up with each of the organizations
requested to participate.
It is expected that additional responses will be received over the next two weeks and that HayGroup will be in a position to
report back on the evaluation results to the next meeting of Administration Committee.
