Subject:Municipal Code for the City of Toronto - Follow-up Information

Purpose:

This report responds to the Administration Committee's request for additional information pertaining to the development of a By-law Status Register as part of the City's Municipal Code project.

Financial Implications:

There are no direct funding implications from the report recommendations.

Recommendations:

It is recommended that this report be received for information.

Background:

The Administration Committee, at its September 7, 1999 meeting, recommended the adoption of the staff report (August 25, 1999) from the City Clerk regarding the Municipal Code. The Committee also requested the City Clerk to provide information to the Administration Committee respecting the target date for the completion of the by-law status register project referred to in the report. This report responds to that request.

Discussion:

An attempt has been made to inventory and track the status of by-laws for the new corporation, passed since 1998, using the former City of Toronto By-law Status Register. Unfortunately this register is a mainframe based application that will not be supported in the future. The City Clerk's Division is currently undertaking a project, in conjunction with Information Technology staff, to identify an available corporate database package and convert existing data from this mainframe system to the new database. The By-law Status Register will compliment the Municipal Code by providing a single source of information about all corporate by-laws.

Based on a preliminary analysis of system requirements with Information Technology staff, the following schedule outlining target completion dates for the by-law status register has been developed.

City Clerk's staff have assembled a project work team including representation from Legal Services, Corporate Communications and Corporate Information Technology. It should be noted that the corporation's commitment to Year 2000 planning and compliance may cause some minor delays in some of the short term target dates noted above.

Conclusions:

City Clerk's immediate focus is to develop a new by-law status register system and ensure the City's by-law information since amalgamation is captured by the system. Subsequently, and subject to budget considerations, Clerk's will embark on a phased program to catalogue and inventory the by-laws of the former municipalities in descending chronological order.
