208 Greenwood Avenue

Purpose:
To secure authority to declare the property surplus to municipal requirements.
Financial Implications and Impact Statement:
Revenue will be generated from the eventual sale.
Recommendations:
It is recommended that:
(1) the property known municipally as 208 Greenwood Avenue and identified as Part Lot 47 on Plan 13E be declared
surplus to the City's requirements and offered for sale on the open market and all steps necessary to comply with By-law
551-1998 be taken;
(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
Background:
In 1961, the former City of Toronto acquired 208 Greenwood Avenue for the future expansion of Greenwood Park. The
property is located on the west side of Greenwood Avenue just south of Gerrard Street East. It overlooks Greenwood Park
to the south and west. The site is improved with a two-storey semi-detached brick building with a single car frame garage
at the rear. The building has two self-contained rental units. The main floor was used as a variety store and the second floor
contains a two-bedroom apartment. Both units are currently vacant.
In 1965, former City of Toronto Council adopted a policy not to demolished any dwelling units due to shortage of housing
units in the City. The residential property at 208 Greenwood was not demolished immediately after the acquisition as it was
recommended that the attached dwelling at 210 Greenwood Avenue be acquired upon availability. The acquisition of 210
Greenwood Avenue never occurred and 208 Greenwood Avenue was leased. Park expansion has not been possible due to
the fact that the property is attached to a privately-owned property and demolition costs would be too costly.
Comments:
A circulation to the City's Agencies, Boards, Commissions and Departments was undertaken to ascertain whether or not
there is any municipal interest in retaining 208 Greenwood Avenue. Initially, Parks staff expressed interest in retaining the
site for possible future park expansion, however, with the concurrence of the Ward Councillors, interest was withdrawn
due to the cost of demolition involved in demolishing semi-detached buildings, the potential damage and liability to the
adjoining dwelling and due to the fact that this property would not provide any meaningful addition to the park.
Accordingly, this report recommends declaring 208 Greenwood Avenue surplus to municipal requirements. The Property
Management Committee has reviewed this matter and concurs with the recommendations of this report. Details of the
property to be declared surplus are as follows:

Approximate Dimensions: 5.4 m by 30.4m (18' by 100')
Approximate Site Area: 167.2 mē (1,799.8 square feet)
Improvements: Two storey, semi-detached brick building and single car frame garage at the rear
Gross Floor Area: Approximately 139.3 mē (1,500 square feet)
Zoning: MCR T2.0 C1.0 R2.0
In order to proceed with the disposal of 208 Greenwood Avenue, the City must comply with the procedures governing
disposal of property. Section 193(4) of the Municipal Act requires that, before selling any property, Council must declare
the property to be surplus by by-law or resolution passed at a meeting open to the public, give notice to the public of the
proposed sale and obtain at least one appraisal of the market value of the property, unless exempted by regulations passed
under the legislation.
Conclusion:
As no municipal interest has been expressed in retaining 208 Greenwood Avenue, City Council should declare this
property surplus to the City's requirements and offer it for sale on the open market.
