Recommendation:
The Advisory Committee on Homes for the Aged on November 19, 1999, recommended to the Community Services
Committee the adoption of the attached report (November 12, 1999) from the General Manager, Homes for the Aged,
recommending that Mr. Philip J. Zakoor be appointed to membership on the Advisory Committee on Homes for the Aged,
for a period of three years, with the provision for an extension of an additional term as outlined in the terms of reference.

Purpose:
To fill vacant community membership position on the Advisory Committee on Homes for the Age.
Financial Implications and Impact Statement:
There are no financial implications resulting from the adoption of this report.
Recommendations:
It is recommended that:
(1) Mr. Philip J. Zakoor be appointed to membership on the Advisory Committee on Homes for the Aged, for a period of
three (3) years, with the provision for an extension of an additional term as outlined in the terms of reference; and
(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
Background:
The terms of reference for the Advisory Committee on Homes for the Aged requires a maximum of 12 members, including
six (6) interested citizens whose past professional and community involvements demonstrate an interest and concern in
long term care of the elderly. There is currently a community membership position vacant. The Committee is now desirous
to fill up this vacant membership position.
Comments:
Given the current level of involvement of the Knights of Columbus within the various Toronto Homes for the Aged, and
through discussions with John Garnett, Manager, Fundraising and Volunteer Programs, Mr. Philip J. Zakoor has indicated
an interest in serving as a member on the Advisory committee on Homes for the Aged.
The North York and Toronto Councils of the Knights of Columbus have had long-standing relationships supporting
Cummer Lodge and Fudger House respectively. More recently, the North York Council has involved itself with Carefree
Lodge. This year, the Father Sean O'Sullivan Bay Street Council, along with the North York Council, participated in the
Nissan Toronto Challenge. The Humber Council has expressed an interest in working on a project with Kipling Acres.
Mr. Zakoor has a successful track record of community involvement, primarily with the Knights of Columbus. Mr. Zakoor
joined the Knights of Columbus in 1958. Over the years, he has been very active, holding positions such as: Past State
Deputy of the Knights of Columbus; Past Grand Knight of Council 1453, Windsor; Former District Deputy; Former State
Chairman of the Columbian Squires; and, Chairman for the State Charity Draw.
In 1989, Mr. Zakoor joined the Ontario State Council of the Knights of Columbus as their Chief Administrative Officer, a
position he still holds today. In addition, Mr. Zakoor is currently the Grand Knight of the Father Sean O'Sullivan Bay Street
Council.
Previously, Mr. Zakoor has served his community in a number of other areas including: Board member of Providence
Centre, membership with the Kinsmen Club, Chamber of Commerce, United Way, Ontario Restaurant and Food
Association, Charitable Gaming Advisory Board and the Ontario Gaming Control Commission.
Conclusions:
Mr. Zakoor's history of community involvement makes him an excellent candidate for membership on the Advisory
Committee on Homes for the Aged. He has confirmed his interest and willingness to serve in this capacity for the required
term.
