Date: December 7, 1998

To:Toronto Cycling Committee

From:Co-Chairs, Education and Safety Sub-Committee

Subject:Right Turns and Bikes

At its December 7, 1998 meeting, the Education and Safety Sub-Committee discussed the need for a communication plan around the issue of right turns and bikes, as a campaign theme for 1999. The Sub-Committee reviewed the attached text that would provide the basis for a public awareness campaign. There was a recognition that the conflict that arises when a cyclist is riding straight through an intersection and a motorist is turning right has no easy solution. The proposed text would provide a multi-faceted approach that would be developed throughout 1999.

One important area of distribution for this message is through Driver Training Schools. The Road Safety Educators' Association, made up of Driving Instructors has reviewed the text and is anxious to distribute the posters and pamphlets to Driving Schools across southern Ontario.

In addition, we have approached the Toronto Parking Authority to display the posters in elevators and entry points at their locations.

The Education and Safety Sub-Committee recommends that the Toronto Cycling Committee review the attached text and provide comments as soon as possible so that program materials and a communication plan can be developed for implementation in spring 1999.
