1. Mississauga Cycling Route Master Plan

i. John Sabiston and Richard Roberts presented the draft Mississauga Cycling Route Master Plan. 1999 is seen as a design year with implementation over the 2000 to 2004 period.

ii. Linkages with Toronto were discussed and a motion to support the integration of the Mississauga's and Toronto's cycling master plan was supported by the Sub-Committee (separate report to be submitted to Toronto Cycling Committee)

iii. It was identified that the OMB ruled that the Morningside Bridge, which will be rebuilt over the next 2 years, must be pedestrian and cycling friendly. It is unknown if this means Bike Lanes on the bridge or wide curb lanes.

iv. Matheson Trail will require intersection design to link with Renforth Dr. and the Eglinton Ave. Trail.

v. Etobicoke Creek is the preferred route for a sanitary pipe project.

Region of Peel will be conducting an environmental assessment review this spring. If work proceeds, the construction will require a construction road that could be converted to a bike trail after the project is completed in 2003, from Dandies Street north.

vi. The need for a link to the airport was identified and Renforth Dr.

(Toronto road) and Silver Dart (Mississauga road) was identified as a potential.

2. Prince Edward Dr.

i. Issie presented his video of the group's trip to Prince Edward Dr. in late February.

ii. Sub-Committee was up dated of discussions at the last TCC meeting and motion that the TCC adopted.

iii. Local public consultation is continuing.

3. Bike Locker Pilot Project

i. Cynthia Masters of SPI Industries Inc. presented her company's Bike

Locker project.

ii. These lockers are being sold on the West Coast of the US and England.

The City of Windsor and Calgary have purchased some units.

iii. Cost of units ranged from $899 for quantity of 10 or less to $725 for quantity above 70.

iv. For locker rental, electric mechanisms using credit cards was investigated by SPI but found too expensive. Other methods were discussed including using a ticket machine with the receipt applied to locker door.

v. The Sub-Committee decided that further work on a pilot project would be undertaken. Ed Clark, Clay McFayden, and Jack Becker volunteered to work it.

vi. The Sub-Committee will need to address the question if the TCC role should be limited to promote bike lockers to other or if it should be directly involved in promoting a demonstration bike locker project.

vii. Potential application of bike locker rental units were suggested including select subway stations, Union Station, Universities, apartments, city parking in shopping areas, high usage recreation areas such as the Beaches swimming pool, especially if next to a shopping area.

viii. Walt Baylees will pole staff and students at the U. of T. for interest in rental lockers.

4. Cycling in the Netherlands

i. Patricia Roset showed a 25-minute video on cycling in the Netherlands.

ii. The video showed European approaches to cycling facilities that should be considered in Toronto.

iii. The Sub-Committee suggested that this video be shown at a TCC meeting.

The next meeting of the Network Planning & Facilities Sub-Committee will be a joint meeting with the Education & Safety Sub-Committee on Monday, April 26 at 7:00 p.m. in Committee Room 4.
