TORONTO CYCLING COMMITTEE:
The Etobicoke Safety Council at its meeting held on April 8, 1999, had before it
communication (March 10, 1999) from the City Clerk, advising that the Council of the City of
Toronto at its meeting held on March 2, 3, and 4, 1999, in adopting, as amended, Clause No. 7
of Report No. 2 of TheEmergency and Protective Services Committee, headed
"Rationalization of Six Existing Committees and the Task Force on Community Safety",
amongst other things, referred the following recommendation to the Etobicoke Community
Council for consideration:
"It is recommended that the functions of the Etobicoke Safety Council, the Etobicoke Crime
Scope and the Toronto (formerly Etobicoke) Crime Prevention Association be transferred to
the City's cycling and pedestrian committees to promote traffic safety issues in the City of
Toronto."
The Etobicoke Safety Council also had before it the following communications:
(a)(April 8, 1999) from the City Clerk advising that the Etobicoke Community Council on
March 30, 1999:
(i)deferred consideration of the foregoing recommendation, embodied in the communication
dated March 10, 1999 from the City Clerk, for deputation at the meeting of the Community
Council scheduled to be held on April28, 1999, and to permit further dialogue between the
affected parties; and
(ii)tabled a motion by Councillor Bruce Sinclair recommending that a Special Advisory
Committee, composed of J. Thomas Riley, former Etobicoke Commissioner of Parks and
Recreation Services, John Reble, legal advisor in the Etobicoke community, or his
representative, and the Etobicoke Community Council Administrator, be constituted as an
investigative committee to recommend to Council, at the earliest opportunity, a new
comprehensive structure for community safety and improvement in Etobicoke; and directed
that the motion be forwarded to the Etobicoke Safety Council, Crime S.C.O.P.E., and the
Toronto (formerly Etobicoke) Crime Prevention Association, for comment; and
(b)(March 29, 1999) addressed to the Etobicoke Community Council from the Mr. J. Zajac,
Chair, Etobicoke Safety Council, requesting that the discussion regarding the Etobicoke
Safety Council be deferred to the April 1999 meeting of the Community Council; and
advising that a representative from Fire Services and the Toronto Police Service would like to
make a deputation at the meeting.
The Etobicoke Safety Council:
(1)directed that the Toronto Cycling Committee and the Toronto Pedestrian Committee be
advised that the Etobicoke Safety Council does not support the proposal to transfer the
functions of the Etobicoke Safety Council to the cycling and pedestrian committees inasmuch
as the issues and activities of the Safety Council are much wider in scope than the mandate of
the cycling and pedestrian committees; and requested the Toronto Cycling Committee and the
Toronto Pedestrian Committee to consider adopting a similar position; and
(2)supported the motion by Councillor Bruce Sinclair, embodied in the aforementioned
communication dated April 8, 1999, from the City Clerk, and noted that the Etobicoke Safety
Council will request an opportunity to appear before the Special Advisory Committee at such
time as it is established.
